Statement on the Protection of Civilians in Dara’a al-Balad, Syria

The situation in Dara’a in Southern Syria remains tense with many civilians encircled since 24 June. On 28 July, heavy and indiscriminate shelling and intensified ground clashes resulted in civilian casualties. Since then, more than 38,000 people – most of them women and children – have been displaced from Dara’a Al-Balad and reside with relatives and host communities and in six collective shelters. An estimated 5,000 to 6,000 families remain in Dara’a Al-Balad. Humanitarian partners on the ground reported the dramatic difficulties in access to basic services, including protection services, due to ongoing insecurity and movement restrictions in Dara’a Al Balad. Major concerns have been raised over the impact of the violence and displacement on the most vulnerable, including women, adolescent girls and boys, children and people with disabilities, many of whom live in overcrowded shelters, leading to exposure to increased protection risks. GBV AOR 2010 SOP Workshop Fac Guide

The GBV Standard Operating Procedures Guide (SOP Guide) was published by the IASC1 Sub-Working Group on Gender and Humanitarian Action in 2008. The guide includes detailed guidance on the process of developing GBV SOPs in humanitarian emergency settings, and includes a template that can be used to develop local SOPs. The guide emphasizes the importance of a collaborative and participatory process for developing the procedures and agreements contained in a SOP document.

The Gender-Based Violence Area of Responsibility (GBV AoR) invites you to the launch of its five-year strategy which focuses on its strategic priorities and vision for addressing GBV in emergencies through a coordination based, lessons learned approach, and newly emerging circumstances. As the side event of the Call to Action Annual Meeting, this event proposed ‘Growing Momentum: The GBV AoR’s Strategic Priorities for 2021-25’ will specifically focus on the AoR’s strategic priorities for the next 5-year period and its vision for addressing GBV in emergencies by further supporting coordination based on lessons learned and emerging circumstances. UNGA76 Side Event on Localizing GBV in humanitarian crises
As the lead of the Call to Action on Protection from GBV in humanitarian emergencies, the Government of Denmark hosts this side event as the number of displaced persons continues to increase worldwide along with the need for protection and assistance. Today one in 33 people needs humanitarian assistance, and one in 95 people globally is now forcibly displaced. For GBV responses to be comprehensive and accessible from the earliest phases of an emergency, and for prevention efforts to address harmful norms and gender inequality as root causes, local actors, including women-led organizations, have a crucial role to play. This side event will zoom in on the impediments faced by women-led organizations and their work in GBV, and collectively attempt to remove such blockages.
