تعد حملات التوعية مهمة لأنها تساهم في زيادة الوعي بالعنف القائم على النوع الاجتماعي باعتباره انتهاكاً لحقوق الإنسان الذي يؤثر على المجتمع ككل (هيئة الأمم المتحدة للمرأة، 2021 3). فعلى مر السنين، ساعدت حملات التوعية في حشد الدعم والتأثير على التغيير في الأطر التشريعية والسياسات الدولية والوطنية، فضلاً عن الحفاظ على برامج منع العنف القائم على النوع الاجتماعي والاستجابة له لدعم الناجيات.

Cash Assistance for GBV Survivors Receiving Case Management in Indonesia

In partnership with Johns Hopkins University, UNFPA conducted an evaluation study on cash assistance for GBV Survivors receiving Case Management in Indonesia. The evaluation study was conducted to understand the impact of the cash assistance on safety, health, and uptake of services of GBV survivors in the three disaster-prone provinces of Indonesia (Central Sulawesi, West Java, and Aceh), where GBV survivors received unconditional cash assistance as part of case management services from UNFPA and its implementing partners Yayasan Pulih and Yayasan Kerti Praja. This study illustrates the importance of cash assistance as an important resource for case management programmes and how it can have a positive impact on women’s safety and health, their ability to meet basic needs, and their access to prevention and response services based on their action plan developed together with the GBV case worker. The lack of supplies (or ability to purchase from remaining market supplies), lack of clean water, lack of functioning toilets and washrooms, lack of clothing and lack of a waste disposal system have made the management of menstrual health, in a dignied and safe way, impossible. It is essential that the humanitarian response takes a coordinated approach to meeting the needs of women and girls ensuring that adequate MHM supplies such as disposable pads and underwear are part of the prioritization and distribution plans as well as ensuring MHM is linked where possible to programmatic interventions such as those targeting adolescent girls, protection risk mitigation, and community leadership in the shelter sites. This strategy, developed by UNFPA and the GBV Sub-Cluster, aims to bring together those that have a role in MHM including WASH, CVA, Health, Shelter, Child Protection and GBV.

Esta guía ofrece indicadores indirectos para analizar el riesgo de VBG para las mujeres en relación con las intervenciones en efectivo. Los actores que trabajan en el ámbito de la asistencia en efectivo pueden adaptar estos indicadores indirectos, que se desarrollaron sobre la base de una investigación operacional centrada en los programas de Transferencia Monetarias Multipropósito (TMM), en función del contexto y la estructura de sus intervenciones. Se presenta cada indicador con ejemplos de preguntas y con orientaciones fáciles de aplicar en lo relativo a cómo contextualizar, medir e interpretar los datos a fin de detectar y mitigar en mayor medida el riesgo de VBG en la asistencia en efectivo. UNFPA Estudio de caso: la mitigación del riesgo de VBG en la asistencia en efectivo en Iraq y Colombia

En 2022-2023, el Fondo de Población de las Naciones Unidas (UNFPA) y el Instituto Mundial de la Mujer de la Universidad George Washington llevaron a cabo una investigación operacional en Iraq y Colombia con el objetivo de desarrollar indicadores indirectos para mitigar el riesgo de violencia basada en género (VBG) al que se exponen las mujeres que reciben asistencia en efectivo. Estos indicadores ofrecen una forma segura de que los actores no especializados en VBG que trabajan en los ámbitos de la asistencia en efectivo o el monitoreo y la evaluación hagan un seguimiento al riesgo sin divulgar de manera inadvertida que una persona ha sido víctima de violencia.
