This learning brief was created through the Women’s Protection and Empowerment (WPE) Irish Aid-IRC Strategic Partnership. The purpose of the brief is to share learning from a global WPE forum which explored three themes of inclusion, accountability and adaptability in relation to Gender Based Violence (GBV) prevention and response programming in acute and protracted emergencies.

MS 3: Staff Care and Support: Combatting burnout and vicarious traumatization for GBV staff in the time of COVID Effective GBV programming depends on putting together a dedicated staff[1]who have specialized knowledge, skills and attitudes. Working with GBV survivors can be particularly stressful and it is common for staff to experience everyday stress, cumulative stress, burnout, and critical incident stress. Vicarious/secondary trauma, typically a cumulative process that builds over time after prolonged exposure to other people’s suffering, is also a risk and may contribute to a deterioration of staff morale and increased turnover in the GBV staff. In this minimum standard, it is recommended that GBV coordinators and managers should be aware of their staff’s stress levels, and establish routine mechanisms for acknowledging and supporting staff safety and well-being. During 2020, the GBV AoR regional support teams strengthened GBV coordination in emergencies in 24 countries. COVID-19 necessitated moving to remote assistance. REGA teams were bolstered by the arrival of new regional experts in information management (IM), rapid response, GBV preparedness and academic partnerships. Despite the hurdles related to the pandemic, regional and country level advocacy and technical support for the GBV community continued across five regions. UNFPA provided effective management support through its regional and country operations.
Analysis of GBV in 2021 Humanitarian Needs Overviews and Response Plans (HNO & HRP) - GBV AoR 2021

This analysis was conducted to evaluate how GBV needs have been analyzed and how the GBV response has been planned in 2021 HNOs and HRPs and how agreed-upon changes translated into better GBV representation and integration. Specifically, this process: 1) Evaluated the GBV sectoral needs analysis, including indicators and methodologies. 2) Assessed the level of GBV integration into other parts of HNO and HRP 2021 (intersectoral and other sectors’ parts). o Identified common challenges during the 2021 HNO & HRP processes. 3) Identified best practices and areas of improvement to inform the 2022 HPC cycle. 4) Reinforced country-level attention and investment in the upcoming HPC cycle. 5) Identified key messages for advocacy purposes to increase attention to GBV in global directions and policy documents determining how HNOs and HRPs are developed.
GBV AoR Capacity Strengthening Strategy 2023 — 2028

This Strategy focuses on strengthening the capacity of Country AoR Members, including local actors, and Country AoR Coordination Teams, to enhance their respective programming and coordination capacities for GBV prevention and response. It has been developed in consultation with the IASC GBV Guidelines Reference Group, the global interagency coordination group leading capacity building efforts on GBV risk mitigation with humanitarian actors working in non-GBV sectors and clusters. This ensures dedicated capacity strengthening on all three core components of GBV Programming: mitigation, prevention and response, while simultaneously reinforcing that GBV is a shared responsibility across the entire humanitarian system.
