Supporting a Holistic Response for Women and Girls in the Gaza Strip 12 December 2023

The humanitarian community has been united in its call for unfettered humanitarian access to the Gaza Strip so that civilians can be reached with lifesaving commodities and services. Importantly, and to support this call, the Flash Appeal for OPT has identified the specific and intersectional impacts that the current crisis is having on women and girls, and recalls the commitment of humanitarian actors to uphold the centrality of protection, by ensuring considered, resourced, coordinated action, decision making, and leadership across all thematic areas of humanitarian response promote meaningful protection outcomes for crisis affected and at risk communities. Consultations with ALL affected groups, particularly women and girls in all of their diversity, remains critical even in emergency response. Do not rely only on information received from male community leaders. This tip sheet provides basic information on undertaking safe consultations with women & girls in emergency contexts. There is likely to be a significant number of unaccompanied minors arriving in the shelters which will have different/diverse needs from adults and different from each other based on gender, age range, etc. Women-headed households are also likely to be large in number and will also likely have different needs, barriers, challenges, etc. than intact family structures, as will persons living with disabilities. Ensure all such groups are represented in consultations and program planning. Some suggested key areas of inquiry for consultations are included below. Sector-specific areas of inquiry are available in the IASC GBV Guidelines.

The violence being experienced by civilians in the Gaza Strip extends beyond suffering that human beings can endure. Gazans have been deprived of the essentials of food, water, shelter, medicine, and safety. For women and girls, gender-based violence (GBV), including physical and sexual violence, is a daily threat, and the combination of threats they face represent distinct and targeted attacks on their rights, identity, and dignity. This loss of dignity is primary to their experience of this crisis. Nowhere in the Gaza Strip is safe. Nearly 80% 3 of the Gazan population is now displaced and living in severely overcrowded shelters that offer limited “refuge.” Civilians and humanitarian and medical staff and infrastructure are under siege; health facilities are not functional due to damage or lack of generator fuel. Launch of the new global resource “Women and Girls’ Safe Spaces: A Toolkit for Advancing Women’s and Girls’ Empowerment in Humanitarian Settings”. From 2017-2019, with support from the U.S. Bureau of Population, Refugees, and Migration, the International Rescue Committee (IRC) and International Medical Corps (IMC) led the development of this important toolkit in collaboration with women and girls and community members across 18 humanitarian settings. The toolkit will be available online in English and French in mid-November at gbvresponders.org. Ahead of its’ release IRC and IMC invite global and field practitioners to join one of the webinars (listed below) which will introduce the purpose and content of the toolkit.
