This paper focusses on the issue of technology in GBV prevention, mitigation and response in emergencies and aims to improve knowledge and understanding of good practices and lessons learned in harnessing technology to improve efforts to address GBV in humanitarian action. The paper was first published in 2019. The information and analysis were developed through review of recent literature and evidence on the use of technology-related innovations in GBV programming in humanitarian and non-humanitarian contexts, semi-structured interviews and correspondence with technology, GBViE and other specialists, and analysis of case studies collated based on a framework for enquiry. The paper was updated in December 2021 with a review of the latest literature and evidence to reflect recent developments in technology and GBV, including during the COVID-19 pandemic.
Adapting GBV Interventions: Insights from Indashyikirwa in Lebanon
Indashyikirwa, which means “agents of change” in Kinyarwanda, is a programme that aims to reduce intimate partner violence (IPV) and shift related attitudes, behaviours and social norms. Originally implemented in Rwanda by CARE Rwanda, Rwanda Women’s Network and Rwanda Men’s Resource Center, the approach was found to decrease IPV and conflict among couples, increase the involvement of men in domestic and care work, and lead to other positive behavioural changes. UNDP Lebanon, with its partners ABAAD and ACTED, adapted the Indashyikirwa model for Syrian refugee and Lebanese host communities as part of the Women’s Economic Participation (WEP) project integrating gender based violence (GBV) prevention strategies.
Strengthening Protection of Civilians efforts by Protection Clusters and Operational Actors - GPC Forum 2020
Organized by OCHA, UNHCR and ICRC, this virtual event will reflect on the role and contribution of field-based Protection Clusters to preventing or responding to protection of civilians (PoC) concerns, including through developing PoC strategies, monitoring, gathering and regular/timely sharing of information, analysis, advocacy and negotiation with relevant stakeholders, including parties to the conflict and weapons bearers, and the direct provision of assistance and specific protection programmes to reduce or respond to the consequences of armed violence. This event proposes to look at several initiatives and programs that can highlight what we know is working and where additional effort is needed to strengthen prevention strategies and programs in humanitarian crises. It will also provide an opportunity for open discussion and input into a draft Framework that aims to serve as a resource for helping organizations improve how they analyze, design, and implement prevention programs in order that they can be effectively measured to achieve GBV outcomes. A Roundtable on Preparedness for Protection in the Context of Disasters and Climate Change - GPC Forum 2020
Preventing and preparing for internal displacement during armed conflict is notoriously difficult. In comparison, the predictable, cyclical or slow-onset nature or geographic location of many hazards, such as hurricane season, volcanic eruptions or droughts, means that much can be done to avoid disaster displacement in the first place or reduce the risk of displacement, through disaster risk reduction (DRR), climate change adaptation and development measures that address the underlying causes of displacement. Organized by UNHCR, GPC, IOM and the GBV AoR, the focus of the Roundtable will be to discuss the greater involvement of the GPC, field clusters and AoRs and their role in preparedness efforts and including necessary preparedness measures in their protection strategies and respective operations. Section 2: Good Practice in GBViE Assessments overviews basic good practice such as participation, ethics and safety and a survivor-centred approach. Section 3: How to Do GBViE Assessments describes the steps to follow when (a) integrating questions about GBV into sectoral assessments and (b) conducting rapid or comprehensive GBV assessments in emergency situations.
