Guidance Note: Exit Strategies in the Event of Premature and Permanent Gender Based Violence (GBV) Emergency Response Program Closure - GBV AoR Helpdesk 2022

The aim of this short guidance note is to provide international GBV responders with practical guidance on developing exit strategies and contingency plans. This is to ensure they are prepared should a GBV emergency response program be forced to close permanently and prematurely with little notice. This paper intends to fill a knowledge gap and create a resource that can offer up ways forward which improve sustainability and advance the localization of GBV prevention and response.
UNFPA Case Study: Exploring GBV Risk Mitigation in Cash Assistance in Iraq and Colombia

From 2022-2023, UNFPA and the Global Women’s Institute (GWI) at George Washington University undertook operational research in Iraq and Colombia with the goal of developing proxy indicators for mitigating GBV risk to women who receive cash assistance. Proxy indicators for detecting GBV risks to women in cash assistance offer a safe way for non-GBV specialist cash and/or M&E actors to monitor risk without causing inadvertent individual discloures of violence. This case study explores the findings of the operational field research and its implications for UNFPA’s Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance. Technical Guidance Note on The Gender-Based Violence in Emergencies (GBViE) Analytical Framework - GBV AoR 2024

The gender-based violence (GBV) in emergencies analytical framework (GBViE AnF) is an overarching guide to GBV data collection and analysis in humanitarian emergencies. It provides guidance on gathering crucial insights for the prevention of, and response to, GBV in emergencies, setting out the analytical questions and specific information requirements that can be met through either primary data collection or secondary data review. While it is not a data collection tool, the framework can be applied to identify GBV information gaps.

En 2022-2023, el Fondo de Población de las Naciones Unidas (UNFPA) y el Instituto Mundial de la Mujer de la Universidad George Washington llevaron a cabo una investigación operacional en Iraq y Colombia con el objetivo de desarrollar indicadores indirectos para mitigar el riesgo de violencia basada en género (VBG) al que se exponen las mujeres que reciben asistencia en efectivo. This learning brief focuses on bystander interventions, with the aim of providing GBV actors with basic information about what constitutes bystander interventions and whether they may be used in humanitarian contexts. The learning brief begins with an overview of key concepts related to bystander programs, including some historical background to the evolution of bystander programming. It goes on to describe the basics of bystander interventions, with some examples of programs from around the world that have been evaluated. The brief then focuses on a few of the critical safety concerns related to implementing bystander intervention programs, and discusses key considerations for designing, monitoring, and evaluating bystander intervention programs in humanitarian contexts. Research Query: Supporting GBV Survivors who are Pregnant due to Rape

This report first provides background information on what is known about the scope and impact of the problem in humanitarian emergencies, and then offers practical guidance to enable GBV practitioners to support survivors who are pregnant or have had children due to rape. While there is a growing body of evidence about the extent of sexual violence in conflict settings, there is little peer-reviewed research about pregnancies and childbirth as a result of rape, particularly in humanitarian emergencies or in relation to supporting survivors. As a result, sources for this research query primarily comprise “grey literature” – assessments, reports and guidance published by non-governmental organizations, including abortion rights organizations, and United Nations agencies. Additional resources for practitioners are provided at the end of the report.

La notion de localisation conceptualisée initialement par le Grand Bargain en 2016, reconnaît la nécessité d'offrir des opportunités équitables aux acteurs locaux et nationaux (LNAs), y compris les organisations dirigées par des femmes (WLOs), les Organisations de personnes en situation de handicap (OPD) et d'autres groupes, de jouer un rôle de premier plan au niveau national et sous-national des Clusters/domaines de responsabilité, et d'être présents lorsque des décisions stratégiques sont prises (par exemple, dans les groupes d’orientation stratégiques (SAG) ou les groupes de travail techniques. Ce guide pratique vise à mettre en lumière des exemples pratiques de Clusters sur la façon dont ils ont promu le leadership des LNAs afin d'inspirer d'autres Clusters/AoRs à faire de même, conformément au guide de l'IASC.
Women-Led Organizations' (WLOs) Leadership in GBV Coordination Resource Package - 2023

Trócaire in partnership with the Gender-Based Violence Area of Responsibility (GBV AoR), and funded by USAID’s Bureau for Humanitarian Assistance (BHA), implemented a participatory action research project focusing on: 1. How to dismantle barriers to women-led organizations’ (WLOs) participation and leadership in GBV coordination 2. How to foster meaningful leadership of local WLOs in the GBV coordination structures/ mechanisms 3. Understanding what is needed for GBV coordination structures to better follow the leadership of WLOs 4. How to leverage spaces for WLOs’ voice and influence 5.
