Tip Sheet- Defining Linkages to Better Assist Survivors of Sexual Exploitation and Abuse- UNFPA 2022

The Tip Sheet summarizes key challenges and recommended actions related to linkages between GBV and PSEA in coordinating and responding to SEA for PSEA and GBV coordinators, and other practitioners. The key challenges and recommended actions were informed by 80 consultations with 105 PSEA/GBV experts across six regions, including regionally based experts and from 26 countries1 (including countries from the 35 PSEA priority countries for the IASC) as well as headquarters. In addition, 12 group case management consultations were conducted with 105 people from GBV case management organizations as well as Interaction’s Survivor Support Sub-Working Group, the GBV AoR, and IASC MHPSS Reference Group.

Adolescents – young people between the ages of 10 and 19 – have specific needs that are distinct from those of younger children and adults. This transitional and developmental period is increasingly seen as an “age of opportunity”1 globally and in humanitarian settings, because of the significant individual and intergenerational implications of adolescent development. Cash and voucher assistance (CVA) – giving beneficiaries cash or vouchers as an alternative to in-kind assistance such as food, blankets and direct services – is used increasingly in humanitarian settings. While CVA shows promise for addressing adolescents’ needs, a more comprehensive understanding of the impact of CVA on the protection and wellbeing of adolescents is critical. Es necesario analizar cuidadosamente las disposiciones relativas a cuándo y cómo utilizar la asistencia en efectivo como instrumento en la gestión de casos de VBG con el fin de mitigar cualesquiera riesgos asociados y evitar consecuencias negativas indeseadas de la asistencia en efectivo. Por consiguiente, estas Orientaciones tienen como fin orientar y apoyar a los profesionales del UNFPA que trabajan en el ámbito de la VBG y la asistencia en efectivo para que evalúen, diseñen, implementen e integren de manera segura y eficiente la asistencia en efectivo en la programación de gestión de casos de VBG. Gender-based violence (GBV) rates are extremely high in the country, and it is exacerbated by the current multifaced humanitarian crisis as well as by entrenched social norms that hinder the promotion of gender equality. Children are affected by specific protection problems such as: psychosocial distress, family separation, association with armed groups and forced recruitment, exposure to mines and other explosive devices, but also by structural protection problems that are exacerbated by gender-based violence (including child marriage and sexual exploitation), child labor and other forms of abuse.
Case Study: Women for Change (WFC)

Since 2016, Women for Change (WFC) is a women-led organization (WLO) that has been undertaking work in protection, education (formal and informal), reproductive health, food security and livelihoods, peace building, organizational capacity strengthening, and advocacy in Central Equatoria, Warrap and Western Bahr El Ghazel States, South Sudan. Prior to this project, WFC had never assumed leadership of a GBV working group. The opportunity to assume co-leadership of the GBV working group in Warrap State emerged through this project in February 2022. When WFC’s Executive Director came across the call for expressions of interest shared by the South Sudan NGO Forum’s information desk, they decided to apply. Out of the ten organizations that applied, WFC was the successful applicant.
