This literature review is part of a series of knowledge products produced by the GBV AoR Helpdesk which aim to support the mitigation of GBV risks faced by women and girls’ refugees fleeing the war in Ukraine. This review informs the development of a practical guidance resource for private hosts and a key recommendations brief . This paper focuses on identifying promising practice from shelter, hosting and alternative care guidance and procedures that mitigate gender-based violence (GBV) risks.

This guidance note provides basic information on how to conduct risk analyses for gender-based violence (GBV) programming. A programmatic risk analysis is useful as it considers some of the essential features that should already be in place, or planned for, when designing and implementing GBV response or prevention programming to ensure safety. This guidance first provides a brief discussion of risk analyses for response and prevention programming, and then provides sample checklists for key components of the analyses. The document concludes with a list of supplemental resources to further inform risk analyses design and implementation.

Current events globally such as the escalating effects of climate change, the war in Ukraine, and the COVID-19 pandemic are creating an exceptional risk of food insecurity across many parts of the world, prompting the UN Secretary General to issue a dire warning in March 2022 about an impending possibility of “a hurricane of hunger and a meltdown of the global food system.”1 Evidence shows that this cataclysm of food insecurity will impact the lives of women and girls disproportionately. According to data from the Food and Agriculture Organization of the UN (FAO), women around the world are more likely than men to experience moderate or severe food insecurity, an issue that appears in recent years to be on the rise. 2, 3 As food insecurity continues to increase, so may this food-related gender gap.

Since the establishment of the Regional Emergency GBV Advisors (REGA) structure as an emergency mechanism in 2014, it has been challenging to ensure the systematic collection and analysis of evidence to assess its impact and relevance - beyond the number of deployments or the size and composition of the teams. A lack of qualitative evidence for the sustainability of the deployments measured in the extent to which their work has been capitalised on, replicated and sustainably absorbed by country offices, field GBV sub-clusters and UNFPA Regional Offices has also been noted. In addition, the Gender-Based Violence (GBV) expertise gap in operations seems to have grown between 2014 and 2019, which was reflected by the commitment in the 2019 REGA Letter of Intent to expand the composition of the REGA teams by adding new areas of GBV expertise (Regional Coordination and Information Management) to provide wider support to country operations. GBV AoR Regional Teams Support - Annual Report 2021

The Regional Emergency GBV Advisor (REGA) project was established in 2014, to strengthen system-wide capacities and promote collective accountability to GBV prevention, response and risk mitigation. The project is field-focused, and strengthens country-level gender-based violence (GBV) sub-clusters coordination in emergencies. The REGA project\mechanism was established through a strategic partnership between UNFPA, NORCAP and the GBV AoR. The GBV AoR, with UNFPA as its lead agency, is a functional component of the Global Protection Cluster.
