Transitioning out of Humanitarian Cash Assistance in Iraq: Critical actions to ensure Gender-based Violence risks are mitigated and prevented throughout the transition

In light of ongoing efforts to transition away from humanitarian Cash assistance in Iraq, a two-day workshop took place in Erbil on June 22 which gathered more than 32 gender-based violence (GBV) and cash and voucher assistance (CVA) actors with the goal of identifying priorities for the transition period related to GBV mainstreaming in humanitarian Cash and Social Protection assistance. This brief presents the recommendations that were formulated as a result of the workshop, highlighting critical actions to work toward mitigating GBV risks during the transition to greater Government assistance in place of current humanitarian Cash assistance.

في ضوء الجهود المستمرة للتحوُّل بعيدا ًعن المساعدات النقدية الإنسانية في العراق، عُقدت حلقة عمل لمدة يومَين في أربيل في 22 حزيران/يونيو، جمعت أكثر من 32 جهة فاعلة في مجال التصدّي للعنف القائم على النوع الاجتماعي والمساعدات النقدية والقسائم الشرائية بهدف تحديد الأولويات في فترة التحوُّل في ما يتعلق بتعميم التصدّي للعنف القائم على النوع الاجتماعي في مجال المساعدات النقدية الإنسانية والمتعلقة بالحماية الاجتماعية. ويعرض هذا الموجز التوصيات التي صيغَت نتيجة حلقة العمل، مع تسليط الضوء على الإجراءات الحاسمة للعمل على الحدّ من مخاطر العنف القائم على النوع الاجتماعي في أثناء التحوُّل للحصول على مساعدة حكومية أكبر بدلا ًمن المساعدات النقدية الإنسانية الحالية.

We are called to do so by the commitments and standards of our profession and the Centrality of Protection. Perhaps most importantly, we are also called to do so because the very programming that we implement can – if not done well - cause or intensify GBV, violating the rights of women and girls (and other marginalized genders according to the context), and our own principle to “Do No Harm”. The leadership and actions taken by clusters in-country and inter clusters coordination groups (ICCG) can have significant influence on the extent to which GBV is recognized and addressed as a life-saving priority across all areas of humanitarian response. This specific factsheet of the P21 project aims to support the 16 Days of Activism 2022 campaign. Mainstreaming gender-based violence (GBV) considerations in CVA: key tips for cash actors engaged in the Myanmar response

Burmese language version available here In Myanmar, over $53 million USD has been disbursed in CVA since January 2021. The delivery of the assistance has been impacted by tremendous context-specific challenges, both technical and operational as well as related to protection or gender-based violence (GBV). In light of the security and political context, most CVA interventions have been made possible thanks to a very localized, low-profile approach. Many activities have been conducted remotely over the phone due to various access-related challenges that can heavily impact the participation of women and other at-risk populations. Bearing in mind this challenging landscape, a joint discussion between CVA and GBV actors took place in October 2022 with the objective of identifying the common GBV risks related to CVA and realistic actions that actors can undertake to decrease and prevent those risks.
