The Call to Action Field Implementation (CAFI) Network, a coalition of over 200 WLOs, issued an open letter to ERC Tom Fletcher. It expressed alarm that merging the GBV AoR into the Protection Cluster and absorbing the PSEA group would undermine structures that save lives every day.
Instead, CAFI proposed the creation of a dedicated cluster that integrates GBV, Gender Equality, and PSEA with recognized technical leadership, meaningful participation, and direct funding access.

The letter was endorsed by 267 organizations and 43 individuals across 48 countries
