Multiple forms of GBV are being reported, with particularly high insecurity and risk for women and girls on the move, at border crossing points and transit/collective centres, and in bomb shelters. This includes reports of intimate partner violence, sexual exploitation and abuse, sexual harassment, sexual violence (including conflict-related sexual violence), and economic abuse. There is a high risk of trafficking for sexual exploitation at borders where registration is patchy, little control of documents, and young women are often not accompanied by other family member.

Gender-based violence (GBV) rates are extremely high in the country, and it is exacerbated by the current multifaced humanitarian crisis as well as by entrenched social norms that hinder the promotion of gender equality. Children are affected by specific protection problems such as: psychosocial distress, family separation, association with armed groups and forced recruitment, exposure to mines and other explosive devices, but also by structural protection problems that are exacerbated by gender-based violence (including child marriage and sexual exploitation), child labor and other forms of abuse.

This Rapid Gender Analysis (RGA) seeks to draw attention to the gender dynamics in the war in Ukraine—both preexisting and emerging—and draws out recommendations for humanitarian leadership, actors and donors to ensure consideration of the gendered dimensions of risk, vulnerability and capabilities in response and preparedness to this crisis. This RGA is a progressive publication based on secondary data resources—both pre-crisis information as well as information that has been released after 24 February. Resources comprise of English, Ukrainian and Russian language sources across humanitarian information sources and media as well as being informed through anecdotal discussions with UN Women partners. Elrha is a global charity that finds solutions to complex humanitarian problems through research and innovation. Elrha identified a knowledge gap in good practices and innovation for how people with disabilities and older people are included in gender-based violence interventions in humanitarian contexts. To support a new area of focus under their Humanitarian Innovation Fund on Disability and Older Age Inclusion, Elrha commissioned an independent rapid review to review the inclusion of people with disabilities and older people in humanitarian GBV interventions.
