يهدف دليل الميسر: فهم وتطبيق المعايير الدنيا المشتركة بين الوكاالت للعنف القائم على النوع االجتماعي عند إعداد برامج التدخل في حاالت الطوارئ )دليل الميسر( إلى تحسين عمليتي الفهم والتطبيق بخصوص المعايير الدنيا المشتركة بين الوكاالت للعنف القائم على النوع االجتماعي عند إعداد برامج التدخل في حاالت الطوارئ. يهدف دليل الميسر إلى تزويد مجموعة متنوعة من الجهات الفاعلة المعنية بالتنفيذ، و/أو الدعم و/ أو التخطيط لتنفيذ إعداد برامج متخصصة للعنف القائم على النوع االجتماعي في األوضاع اإلنسانية بما يلي: )1 )فهم لمحتوى المعايير الدنيا للعنف القائم على النوع االجتماعي و)2 )عملية تقييم كيفية تنفيذ المعايير الدنيا للعنف القائم على النوع االجتماعي في الوقت الراهن في أوضاعها من أجل دعم تطبيق ّ المعاييرالمحسنة دون إحداث ضرر.

This paper considers the question of whether feminist theories and principles hold the potential to help the humanitarian system better meet many of its highest priorities. Research across the world provides widespread evidence that feminism can benefit not just women and girls, but entire communities and societies. Already across the UN system, there are strong normative frameworks and rhetorical commitments to women’s rights and empowerment. Feminist principles are deeply embedded in UN conventions and guidance that are key to humanitarian response. However, at the level of humanitarian action, these feminist principles tend to “show up” most regularly and explicitly only in specific areas: GBV prevention and response, gender mainstreaming and gender-transformative programming, and the Women, Peace and Security Agenda. Le Guide de l’animateur : Comprendre et appliquer les Normes minimales interorganisations pour la programmation d’actions de lutte contre la violence basée sur le genre dans les situations d’urgence a été élaboré sous la direction d’une équipe spéciale relevant du Domaine de responsabilité Violence basée sur le genre (GBV AoR, ci-après le « Domaine de responsabilité VBG ») co-présidée par Emily Krasnor (Fonds des Nations Unies pour la population – UNFPA), Sarah Cornish-Spencer (Comité international de secours – IRC) ainsi que Catherine Poulton (Fonds des Nations Unies pour l’enfance – UNICEF), sous la supervision d’Emily Krasnor. This report examines how flooding, induced by climate change, disproportionately affects women and girls and increases their risk of experiencing GBV. The report has a particular focus on the Eastern and Southern Africa region. It identifies effective emergency preparedness and response strategies, particularly in the Eastern and Southern African region. It provides information that is useful to humanitarians, as well as development actors, working in flood-prone contexts.

The Core Humanitarian Standard on Quality and Accountability (CHS) is a direct result of the Joint Standards Initiative (JSI) in which the Humanitarian Accountability Partnership (HAP) International, People In Aid and the Sphere Project joined forces to seek greater coherence for users of humanitarian standards. The JSI consulted more than 2,000 humanitarian workers in head offices, regions and in disaster-prone countries. The feedback highlighted the need for the harmonisation of standards, with communities and people affected by crisis at the centre and humanitarian principles as the foundation.
