UNFPA Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance
26 Sep, 2023
This guide offers proxy indicators for assessing GBV risks to women in cash interventions. Cash actors can adapt these proxy indicators, which were developed based on operational research that focused on multipurpose cash assistance programmes, according to their context and the structure of their cash interventions. Each indicator is presented with example questions and user-friendly guidance on how to contextualize, measure, and interpret data to better detect and mitigate GBV risks in cash assistance. Measuring these indicators over time as part of routine monitoring allows cash actors to track trends related to gendered attitudes, beliefs, and social norms held by both men and women cash recipients, as well as behaviors used by women who receive cash to keep themselves safe. These indicators were developed through a collaboration between UNFPA and the Global Women’s Institute at George Washington University (GWI) that was completed in 2023 to examine GBV risk in relation to cash...
GBV Risks, Food Insecurity, and the Integrated Food Security Classification – What Are Basics that Food Security and GBV Actors Need to Know? - GBV AoR Helpdesk 2022
07 Sep, 2022
Current events globally such as the escalating effects of climate change, the war in Ukraine, and the COVID-19 pandemic are creating an exceptional risk of food insecurity across many parts of the world, prompting the UN Secretary General to issue a dire warning in March 2022 about an impending possibility of “a hurricane of hunger and a meltdown of the global food system.”1 Evidence shows that this cataclysm of food insecurity will impact the lives of women and girls disproportionately. According to data from the Food and Agriculture Organization of the UN (FAO), women around the world are more likely than men to experience moderate or severe food insecurity, an issue that appears in recent years to be on the rise. 2, 3 As food insecurity continues to increase, so may this food-related gender gap.

The Regional Emergency GBV Advisor (REGA) project was established in 2014, to strengthen system-wide capacities and promote collective accountability to GBV prevention, response and risk mitigation. The project is field-focused, and strengthens country-level gender-based violence (GBV) sub-clusters coordination in emergencies. The REGA project\mechanism was established through a strategic partnership between UNFPA, NORCAP and the GBV AoR. The GBV AoR, with UNFPA as its lead agency, is a functional component of the Global Protection Cluster.
UNFPA Case Study: Exploring GBV Risk Mitigation in Cash Assistance in Iraq and Colombia
26 Sep, 2023
From 2022-2023, UNFPA and the Global Women’s Institute (GWI) at George Washington University undertook operational research in Iraq and Colombia with the goal of developing proxy indicators for mitigating GBV risk to women who receive cash assistance. Proxy indicators for detecting GBV risks to women in cash assistance offer a safe way for non-GBV specialist cash and/or M&E actors to monitor risk without causing inadvertent individual discloures of violence. This case study explores the findings of the operational field research and its implications for UNFPA’s Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance. Key Finding #1: Asking women about their risk mitigation strategies, rather than their opinions on the risks associated with cash, appeared to reduce their response bias and revealed some of the risks they encountered within their communities, households, and/or intimate partnerships when accessing or using cash. Ke...
