Cash and Voucher Assistance for Adolescents- PLAN, WRC 2020
31 Mar, 2022
Adolescents – young people between the ages of 10 and 19 – have specific needs that are distinct from those of younger children and adults. This transitional and developmental period is increasingly seen as an “age of opportunity”1 globally and in humanitarian settings, because of the significant individual and intergenerational implications of adolescent development. Cash and voucher assistance (CVA) – giving beneficiaries cash or vouchers as an alternative to in-kind assistance such as food, blankets and direct services – is used increasingly in humanitarian settings. While CVA shows promise for addressing adolescents’ needs, a more comprehensive understanding of the impact of CVA on the protection and wellbeing of adolescents is critical. In particular, evidence is needed on how CVA should best be designed to draw on the assets and capacities of adolescents and ensure that any context-specific associated risks for adolescents can be mitigated through program d...
UNFPA Guidance: How to Design and Set Up Cash Assistance in GBV Case Management
28 Feb, 2023
Provisions on when and how to use cash assistance as a tool in GBV case management need to be carefully considered in order to mitigate any associated risks and avoid negative unintended consequences of cash assistance. As such, this UNFPA Guidance has the purpose of guiding and supporting GBV and cash practitioners in assessing, designing, implementing, and integrating cash assistance in GBV case management programming in a safe and efficient manner. The Guidance is the result of extensive feedback from cash recipients, their caseworkers, and implementing partners (IPs) in the field. For examples of UNFPA's integration of cash assistance into GBV case management services, see the following reports: From Risk to Choice: Cash within GBV Case Management in Jordan Integrating Cash Assistance into GBV Case Management: Lebanon case study Women and Girls Choose: Cash in GBV Case Management Saves Lives Cash within GBV Case Management for Women and Adolescent Girls in ...

UNFPA Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance
26 Sep, 2023
This guide offers proxy indicators for assessing GBV risks to women in cash interventions. Cash actors can adapt these proxy indicators, which were developed based on operational research that focused on multipurpose cash assistance programmes, according to their context and the structure of their cash interventions. Each indicator is presented with example questions and user-friendly guidance on how to contextualize, measure, and interpret data to better detect and mitigate GBV risks in cash assistance. Measuring these indicators over time as part of routine monitoring allows cash actors to track trends related to gendered attitudes, beliefs, and social norms held by both men and women cash recipients, as well as behaviors used by women who receive cash to keep themselves safe. These indicators were developed through a collaboration between UNFPA and the Global Women’s Institute at George Washington University (GWI) that was completed in 2023 to examine GBV risk in relation to cash...
