Improving Humanitarian Coordination - ALNAP 2016

This report is the output of the ALNAP meeting: ‘Working together to improve humanitarian coordination’, held in London on 30 June and 1 July 2016. The meeting was part of a programme of research aimed at improving the effectiveness of the Inter Agency Standing Committee (IASC) Cluster-based humanitarian coordination system. This report summarises the main themes and recommendations of that meeting, and is informed by additional interviews and literature review.

This guidance note is intended to guide gender-based violence (GBV) coordinators in their work on addressing sexual violence against men and boys in humanitarian coordination. The GBV AoR recognises the importance of ensuring that referral pathways, standard operating procedures and needs assessments include and address the needs of male survivors of sexual violence, and that all relevant humanitarian sectors are engaged in meeting these needs2 . To that end, this guidance note is designed to ensure that male survivors have safe access to support and services that they need, without comprising the safety or reducing access to services for women and girls.

PSEA: Strengthening Inter-Agency Efforts to Prevent and Address Sexual Exploitation and Abuse across the Humanitarian Response Protection from sexual exploitation and abuse and sexual harassment (PSEAH) is critical to the effective delivery of aid to people in need, and also to the integrity of humanitarian organizations and workers. But more than anything, they cause harm and distress to victims and survivors. This session on 4 May 2021 will address: How are our efforts on protection from SEA? What have we learned? What lessons can be drawn from collective efforts to prevent and address SEA at the country level. What are the results of mapping and analysis on access to services and gender-based violence projects to improve safe and ethical access for victims? What is the UN Protocol on Victim Assistance and how do we implement it? How can we better collaborate to protect from SEA?
GBV Accountability Framework: An Open Dialog
The Accountability Framework (AF), informed by a Theory of Change developed by Real Time Accountability Partnership, is based on existing policies, guidelines, and best practice, and for the first time compiles these concrete and validated actions in one place. The Accountability Framework captures responsibilities and mandated actions for different stakeholders based on existing IASC policies, inter-agency guidelines and field-based best practices at global, regional and country-level during each phase of the humanitarian programme cycle (HPC). It provides a guide for service providers to GBV coordinators and humanitarian leaders and donors, to implement IASC Commitments to prevent, mitigate and respond to GBV within their mandates.
