Briefing Note: Effective Monitoring, Evaluation and Learning in GBViE Programming - GBV AoR Helpdesk 2024

This note reviews the basics of Monitoring, Evaluation and Learning (MEL) and describes some of the ethical considerations crucial to effective monitoring and evaluation of GBV programs. It summarizes approaches for ensuring participation and leadership of women and girls in MEL processes. It then highlights the basics of developing a MEL framework. The guidance note concludes with a list of additional resources for those interested in accessing more information on this important topic.

This document include the following content: Section 1: Introduction to GBV Assessments in Emergencies provides an overview of GBV assessments in emergency contexts, including: different types and timing of assessments; types and sources of information; and methods for collecting it. Section 2: Good Practice in GBViE Assessments overviews basic good practice such as participation, ethics and safety and a survivor-centred approach. Section 3: How to Do GBViE Assessments describes the steps to follow when (a) integrating questions about GBV into sectoral assessments and (b) conducting rapid or comprehensive GBV assessments in emergency situations. Section 4: Rapid GBViE Assessment Tools contains sample tools for conducting UNICEF-led rapid GBV assessments. The COVID-19 pandemic has taken a devastating toll on women and girls’ safety in already complex humanitarian emergencies. Risk mitigation measures to prevent the spread of the virus, including lockdowns and restrictions of movement, made specific and serious disruptions in women and girls’ lives. These factors also intensified operational challenges to delivering lifesaving gender-based violence (GBV) response services, which in complex humanitarian settings were already an arduous undertaking.
