Le Guide de l’animateur : Comprendre et appliquer les Normes minimales interorganisations pour la programmation d’actions de lutte contre la violence basée sur le genre dans les situations d’urgence a été élaboré sous la direction d’une équipe spéciale relevant du Domaine de responsabilité Violence basée sur le genre (GBV AoR, ci-après le « Domaine de responsabilité VBG ») co-présidée par Emily Krasnor (Fonds des Nations Unies pour la population – UNFPA), Sarah Cornish-Spencer (Comité international de secours – IRC) ainsi que Catherine Poulton (Fonds des Nations Unies pour l’enfance – UNICEF), sous la supervision d’Emily Krasnor. This paper considers the question of whether feminist theories and principles hold the potential to help the humanitarian system better meet many of its highest priorities. Research across the world provides widespread evidence that feminism can benefit not just women and girls, but entire communities and societies. Already across the UN system, there are strong normative frameworks and rhetorical commitments to women’s rights and empowerment. Feminist principles are deeply embedded in UN conventions and guidance that are key to humanitarian response.  However, at the level of humanitarian action, these feminist principles tend to “show up” most regularly and explicitly only in specific areas: GBV prevention and response, gender mainstreaming and gender-transformative programming, and the Women, Peace and Security Agenda. This annotated bibliography compiles French-language resources for gender-based violence in emergencies (GBViE) interventions. This document includes both global-level documents that have been translated from the language in which they were initially produced (primarily English) into French, as well as regional and country- level GBV resources produced in Francophone countries.1 This bibliography is intended to facilitate the access of Francophone GBV practitioners to guidance, knowledge, and tools in French that will support them to implement GBV prevention and response programs. This bibliography is also meant to support engagement with Francophone national and local organizations and to promote learning and resource-sharing with local women’s organizations and groups about GBV resources in French.

Les TM peuvent soutenir l’accès aux services de réponse aux violences basees sur le genre (VBG) et de Santé Sexuelle et Reproductive (SSR) et contribuer à la sécurité, à la dignité et à la résilience des femmes et des filles dans les contextes humanitaires. Ils peuvent être plus discrets et plus souples que les aides en nature. Un certain nombre d’études récentes ont montré la possibilité pour les TM de renforcer les résultats en matière de protection pour les femmes et les filles, comme la location de logements sûrs ou la satisfaction des besoins fondamentaux, ce qui réduit la probabilité de stratégies d’adaptation risquées comme le sexe transactionnel ou le mariage forcé. Les TM ont également démontré leur rentabilité vis-à-vis l’aide en nature, ce qui est important pour utiliser au mieux les ressources humanitaires limitées.
