This learning brief is part of a series of knowledge products produced by the Gender-Based Violence Area of Responsibility (GBV AoR) Helpdesk. UNFPA colleagues have partnered in the development and finalization of the content. To supplement the desk review that informs this learning brief, the Helpdesk also undertook interviews with ten colleagues working in humanitarian settings around the world with expertise in climate change and/or addressing GBV in climate-affected settings.

Multiple forms of GBV are being reported, with particularly high insecurity and risk for women and girls on the move, at border crossing points and transit/collective centres, and in bomb shelters. This includes reports of intimate partner violence, sexual exploitation and abuse, sexual harassment, sexual violence (including conflict-related sexual violence), and economic abuse. There is a high risk of trafficking for sexual exploitation at borders where registration is patchy, little control of documents, and young women are often not accompanied by other family member.

This evidence digest will explore emerging research on the nature and effectiveness of efforts to work with men and boys to promote gender equality and prevent gender-based violence (GBV) against women and girls in emergencies, with a focus on 1) what we know about this programming; and 2) what evidence says about how best to engage men and boys, and what practices to avoid. Links to relevant research, guidelines, tools and resources follow at the end.

The COVID-19 pandemic has taken a devastating toll on women and girls’ safety in already complex humanitarian emergencies. Risk mitigation measures to prevent the spread of the virus, including lockdowns and restrictions of movement, made specific and serious disruptions in women and girls’ lives. These factors also intensified operational challenges to delivering lifesaving gender-based violence (GBV) response services, which in complex humanitarian settings were already an arduous undertaking.
