Crisis Continues: GBV Sub-Sector Sudan Situation Brief Update – 16 June 2023

Since 15 April, the number of people in need of GBV services in Sudan has increased by over 1 million to 4.2 million people. The number of individuals targeted for GBV services has increased to 1.3 million. To reach these targeted individuals, the GBV Sub-Sector Sudan has included USD 62.8million in the revised 2023 Humanitarian Response Plan (HRP). As of mid-June, less than 12% of the GBV funding request has been met. During the 19 June 2023 Pledging Conference, the GBV Sub-Sector Sudan encourages donors to consider the GBV implications of the crisis in Sudan and take specific efforts to meet the needs and requests highlighted below.
CRISIS in DRC alarming rates of sexual violence in North Kivu - GBV AoR DRC 2023

Members of the GBV Area of Responsibility (AoR) in DRC, the coordination mechanism for GBV service provision led by UNFPA, have been urgently trying to scale-up services in and around the camps in North Kivu but inadequate funding has severely limited their scope. Only 23% of the GBV response plan is funded; $16M now needed to protect women and girls. A recent mapping exercise revealed that out of the 10 camps assessed, only 4 had basic health and psychosocial support services for survivors. There is also a need for cash and voucher assistance so that women and girls can meet their basic needs.

UNFPA’s historic one-output 6th Country Programme for the Maldives started in 2016 taking into account the country’s paradigm shift and the need to advance sexual and reproductive health and rights (SRHR) in the country, especially for the young people. As the development agenda drew to a close in 2021, we take a reflectory look back at the many successes and progress achieved. This reflection looks back UNFPA’s role in formulating Maldives’ first ever Reproductive, Maternal Newborn Child And Adolescent health policy and the SRH services under one roof with inauguration of Hulhumale’ Reproductive health centre and the Ufanveni health centre at the Kulhudhuffushi Regional Hospital. In addition, from Period Vaahaka, Menstrual Cups to the Country Programme’s adapting to the Covid-19 Pandemic, especially in fighting the shadow pandemic of violence against women and girls - CP6 is our path to progress
Gender-based Violence (GBV) Risk Analysis for Cash and Voucher Assistance (CVA) in Ukraine - GBV AoR, OCHA, ACTED 2022

A GBV Task Force was formed by members of the Gender-Based Violence (GBV) Sub-Cluster and the Cash Working Group (CWG) in April 2022 in Ukraine. This Task Force (TF) has been created to support GBV mainstreaming within Cash programming for the Ukraine response. The role of this TF is to review tools, assessments and plans for the roll-out of Cash and Voucher Assistance (CVA), but also to provide a “GBV Risk Analysis of CVA for the Ukraine context”. To this end, more than 15 members of the TF gathered on May 6 to undertake this analysis based on information from operational partners in both GBV and CVA and information collected from different assessments. Preliminary results from this joint exercise were then shared for feedback to a wider audience of GBV and CVA actors.

UNFPA CVA Activities in Indonesia

The COVID-19 pandemic heavily impacted sex workers in Indonesia: their incomes decreased dramatically, they encountered greater difficulty accessing healthcare, and many of them could not access the government cash assistance that was set up to help Indonesians during the pandemic. This CVA pilot provided cash assistance for transportation directly to female sex workers (FSWs) living with HIV so that they could access antiretroviral (ARV) therapy at health service centres. It was implemented by the Indonesian Organization for Social Change (OPSI), a national network of sex workers that is trusted and well- known by sex workers at district levels.

UNFPA found that facility-based deliveries by women in refugee camps in Cox’s Bazaar were low (35%), which is linked to increased maternal mortality. In addition, undernourishment among pregnant women in this community increased their risk of poor pregnancy outcomes such as obstructed labor and premature and low birth weight newborns. From September 2018 to August 2019, UNFPA provided vouchers to encourage antenatal care visits and facility-based deliveries. Participatory assessments and feedback mechanisms, financial risk mitigation such as the use of QR codes for voucher tracking, and ongoing outreach by community health workers contributed to the success of the voucher assistance as part of a broader humanitarian sexual and reproductive health and rights (SRHR) programme.

In order to address these gaps, the Human Rights Center (HRC), Save the Children, and Plan International partnered on a long-term research initiative to strengthen child marriage prevention and response in humanitarian settings. This qualitative study, the second phase of the three-phase initiative, sought to better understand the risk and protective factors, decision-making processes, service and support needs of girls and their caregivers that contribute to vulnerability to child marriage, and community perspectives on solutions for addressing and responding to child marriage in humanitarian settings.
