Humanitarian actors at all levels need to better prioritize gender-based violence (GBV) in order to create and implement scaled‐up responses that better address women’s and girls’ rights and needs. The GBV Accountability Framework provides a guide for humanitarian actors, from service providers to GBV coordinators and humanitarian leaders and donors, on the steps they can take to combat GBV within their mandates. By taking on the actions in the Framework, the humanitarian system as a whole can consistently dedicate on‐the-ground efforts to mitigate GBV risks and deliver comprehensive, quality services for women and girls. The Framework puts a spotlight on GBV and the reality that all humanitarian actors have a role to play. It captures responsibilities and identified roles for different stakeholders based on existing policies, guidelines and best practice, and for the first time pulls these concrete and validated actions into one place.

Cash and Voucher Assistance (CVA) can support access to GBV and other sexual and reproductive health services, and contribute to the safety, dignity and resilience of women and girls in humanitarian contexts. It can offer discretion and flexibility compared to in-kind assistance, which can be particularly helpful for those who may be more at risk of GBV and loss of income due to their personal characteristics, such as older women, adolescent girls, persons with disabilities and LGBTIQ persons.

Reviews of recent HNOs and HRPs capture progress, but also highlight some serious gaps that continue to stand in the way of a response that effectively addresses gender-based violence and is fully accountable to women and girls. As Call to Action partners, we have both the opportunity and obligation to address these systemic issues in humanitarian planning processes. Below are a set of priority recommendations for humanitarian leadership and implementing agencies; these should also be supported by Call to Action donors in their advocacy.

Plan International, Care International, UNFPA and the GBV AoR1 organized a virtual event on 16 October 2020 at 3:30 PM CEST prior to the Ministerial Round Table on Central Sahel. The event aimed to (i) amplify the voices and priorities of girls from Burkina Faso, Mali and Niger offering an unique opportunity to learn from first-hand-experience and receive recommendations from the affected girls2 , (ii) draw attention to the critical challenges to preventing and responding to GBV from women local groups3 and advocate for global solidarity around GBV, (iii) motivate governmental actors and donors4 to commit to strengthen the prevention, risk mitigation and response to GBV, raising the profile of the Call to Action on the protection of GBV in emergencies (CtA GBV) and ensuring the rights of women and girls are central to humanitarian action and across the triple nexus.
GBV Trends Analysis Gaza July-August 2025

This report provides a detailed analysis of gender-based violence (GBV) trends across Gaza during June to August 2025. During the reporting period, denial of resources and opportunities emerged as the most reported form of GBV (35.5%), followed by psychological abuse (29.8%) and physical assault (25.8%), reflecting the compounded effects of economic deprivation, insecurity, and domestic violence. Alarmingly, 102 incidents of suicide or attempted suicide were documented among survivors, signaling a worsening mental health crisis. The analysis also highlights that women aged 18–59 remain the most affected group, while adolescent girls and boys face growing risks linked to displacement and weakened protection systems. Despite these challenges, 72 GBV partners, many of them women-led organizations, continued to deliver life-saving case management, psychosocial support, and dignity assistance under extreme conditions. Webinar: Climate Change and its impact on GBV in Emergencies
Until recently, climate change action was not seen to be a part of humanitarian response but sat in the “development” sector. This is changing due to the frequency and severity of natural disasters, as well as the impact of climatic disasters and humanitarian conflict situations. The impact of climate change is also being seen to increase insecurity which is contributing to conflict. Humanitarians must now see climate change as a factor to incorporate in their work in responding to and preparing for humanitarian emergencies. Gender-based Violence (GBV) program managers and coordinators must also analyze and be prepared to respond to the issue. The Cost of Inaction Gender-Based Violence in Yemen - GBV AoR 2022

The humanitarian crisis in Yemen is considered one of the world’s largest, with over 23 million people – 75 percent of the population — in need of humanitarian assistance. In 2022, needs have only grown and the crisis remains one of severe displacement and protection concerns1 . Yet despite the fact that preventing, mitigating, and responding to protection risks – including gender-based violence (GBV) – is one of the three objectives of coordinated response to the crisis in Yemen2 , the appeal for GBV prevention and response of $61.4 million is only 16 percent funded3.The costs of this inaction are the lives, dignity, and futures of millions of Yemeni women and girls.
Rapport d’Analyse de la Situation de la Violence Basee Sur le Genre au Burkina Faso - GBV AoR 2022

Activé en décembre 2020, le sous-cluster (AoR) VBG du Burkina Faso est le plus jeune de la région d’Afrique de l'Ouest et Centrale. En plus de la coordination nationale à Ouagadougou, l'AoR VBG est opérationnel dans cinq régions. Il compte 37 membres actifs dont 03 agences des Nations Unies, 16 ONGI et 17 ONG nationales. Le gouvernement et l'UNFPA assurent le co-leadership, la co-facilitation est assurée avec soit une ONG internationale ou une ONG nationale.
