Multiple forms of GBV are being reported, with particularly high insecurity and risk for women and girls on the move, at border crossing points and transit/collective centres, and in bomb shelters. This includes reports of intimate partner violence, sexual exploitation and abuse, sexual harassment, sexual violence (including conflict-related sexual violence), and economic abuse. There is a high risk of trafficking for sexual exploitation at borders where registration is patchy, little control of documents, and young women are often not accompanied by other family member.
GBV AoR Helpdesk Learning Brief on Technology Facilitated Gender-Based Violence

The new GBV AoR Helpdesk learning series addresses the issue of Technology-Facilitated Gender-Based Violence (TFGBV) affecting women and girls in humanitarian settings. The three-part resource looks at the different forms of online violence, suggests actions for GBV specialists and also policy recommendations for humanitarian organisations, donors and technology companies. The first report, Learning Brief 1: Understanding Technology- Facilitated Gender-Based Violence, builds on basic knowledge of TFGBV. It provides a definition and overview of the forms of TFGBV that are prevalent and how this abuse is manifested in emergency contexts. The second report, Learning Brief 2: Strategies and Actions for Preventing and Responding to Technology-Facilitated Gender-Based Violence, gives an overview of promising strategies currently being used in different parts of the world to prevent and respond to TFGBV and highlights some key examples and resources. Gender-Based Violence, Girls’ and Women’s Rights in the Central Sahel - Summary Report

Plan International, Care International, UNFPA and the GBV AoR1 organized a virtual event on 16 October 2020 at 3:30 PM CEST prior to the Ministerial Round Table on Central Sahel. The event aimed to (i) amplify the voices and priorities of girls from Burkina Faso, Mali and Niger offering an unique opportunity to learn from first-hand-experience and receive recommendations from the affected girls2 , (ii) draw attention to the critical challenges to preventing and responding to GBV from women local groups3 and advocate for global solidarity around GBV, (iii) motivate governmental actors and donors4 to commit to strengthen the prevention, risk mitigation and response to GBV, raising the profile of the Call to Action on the protection of GBV in emergencies (CtA GBV) and ensuring the rights of women and girls are central to humanitarian action and across the triple nexus.
Annotated Bibliography: Stigma and Gender-Based Violence - GBV AoR Helpdesk 2025

Stigma plays a powerful and often overlooked role in shaping the experiences of survivors of gender-based violence (GBV). This annotated bibliography explores available evidence on how stigma impacts survivors and contributes to the persistence and normalization of GBV in emergency contexts. The first section presents research in terms of “levels”, or sites, where GBV-related stigma occurs, from GBV survivors’ own internalized stigma, to institutional stigma (particularly in relation to GBV service providers), to societal-level stigma that reflects and reinforces stigmatizing social norms. The bibliography then offers a section on frameworks and models for understanding and measuring stigma and concludes with a section on programmatic guidance on GBV-related stigma-reduction strategies.

This report provides an overview of the background, purpose and objectives, methodology, conclusions, findings and recommendations of the external review of the Gender-Based Violence (GBV) Area of Responsibility (AoR). Commissioned by the UNFPA Humanitarian Response Division (HRD), the review aims to provide specific, relevant, and actionable findings and recommendations to UNFPA as the GBV AoR lead agency to improve efforts to facilitate GBV coordination in humanitarian settings.
