Localization Task Team: Asia Regional Workshop Final Report, Jan 2020

From August 27-28 2019, the Localization Task Team of the Gender-Based Violence Area of Responsibility (GBV AoR) facilitated an Asia regional workshop focused on the engagement of local and women-led organizations in humanitarian GBV prevention, response, and coordination. Held in Bangkok, Thailand, the meeting brought together 30 participants from Bangladesh, Indonesia and the Philippines, as well as global and regional actors.

This evidence digest will explore emerging research on the nature and effectiveness of efforts to work with men and boys to promote gender equality and prevent gender-based violence (GBV) against women and girls in emergencies, with a focus on 1) what we know about this programming; and 2) what evidence says about how best to engage men and boys, and what practices to avoid. Core Humanitarian Standard on Quality and Accountability - CHS Alliance 2014

The Core Humanitarian Standard on Quality and Accountability (CHS) is a direct result of the Joint Standards Initiative (JSI) in which the Humanitarian Accountability Partnership (HAP) International, People In Aid and the Sphere Project joined forces to seek greater coherence for users of humanitarian standards. The JSI consulted more than 2,000 humanitarian workers in head offices, regions and in disaster-prone countries. The feedback highlighted the need for the harmonisation of standards, with communities and people affected by crisis at the centre and humanitarian principles as the foundation.
UNFPA Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance

This guide offers proxy indicators for assessing GBV risks to women in cash interventions. Cash actors can adapt these proxy indicators, which were developed based on operational research that focused on multipurpose cash assistance programmes, according to their context and the structure of their cash interventions. Each indicator is presented with example questions and user-friendly guidance on how to contextualize, measure, and interpret data to better detect and mitigate GBV risks in cash assistance. Measuring these indicators over time as part of routine monitoring allows cash actors to track trends related to gendered attitudes, beliefs, and social norms held by both men and women cash recipients, as well as behaviors used by women who receive cash to keep themselves safe. This note reviews the basics of Monitoring, Evaluation and Learning (MEL) and describes some of the ethical considerations crucial to effective monitoring and evaluation of GBV programs. It summarizes approaches for ensuring participation and leadership of women and girls in MEL processes. It then highlights the basics of developing a MEL framework. The guidance note concludes with a list of additional resources for those interested in accessing more information on this important topic.
