While gender equality intersects with various system-wide priorities and actors, as seen above, this guidance note focuses on the complementarities specifically between the IASC GenCap Senior Gender Advisers and the GBV Area of Responsibility (AoR) Regional Advisers and Field GBV Coordinators with a view to guide these actors towards collaborative approaches that will foster common accountability to gender equality and GBV prevention, risk mitigation and response at the operational level. The guidance note has been developed through collaboration between GenCap management, UNFPA Headquarters and the GBV AoR.

Leveraging cash assistance in GBV case management as a tool in Moldova's Ukrainian refugee response

In 2023, as part of the Ukrainian refugee response in Moldova, the United Nations Population Fund (UNFPA) conducted a pilot to integrate cash assistance into gender-based violence (GBV) case management. Targeting GBV survivors and those at risk, including Ukrainian refugees and vulnerable Moldovans, the program aimed to mitigate GBV risks and enhance GBV response by addressing economic barriers that hinder survivors from escaping abusive situations and accessing life-saving GBV services. Two modalities were utilized: one-off emergency cash assistance and recurring cash assistance for up to three months. The pilot, conducted from January to December 2023, benefited 224 individuals. Results were shared in a round-table discussion involving the Ministry of Labour and Social Protection, civil society organizations, and UN agencies to advocate for continued use of cash assistance in GBV case management. This practical guidance for private accommodation hosts is part of a series of knowledge products produced by the GBV AoR Helpdesk which aim to support the mitigation of GBV risks faced by women and girls’ refugees fleeing the war in Ukraine. It contains guidance and tips for private accommodation hosts that will help them to mitigate GBV risks for Ukrainian refugee women and girls staying in their accommodation. The paper outlines the GBV risks faced by Ukrainian women and girls and practical DOs and DON’Ts for their hosts to apply which help to mitigate these risks.

ngaging boys (up to age 18) is a critical yet under-explored area of GBV prevention in emergencies. This annotated bibliography provides an overview of relevant literature, evaluations, and programmatic examples for engaging boys in GBV prevention programming with a focus on high and middle-income settings and—to the extent knowledge exists— humanitarian contexts. Building on an emergent body of global literature on male engagement for GBV prevention, the bibliography begins with an overview of evidence and lessons learned in work with boys to prevent GBV generally, and then focuses on examples of specific types of programs, such as community-based social norms change; bystander interventions; school-based programming; peer education; and sports- and play-based programming. This information is meant for GBV practitioners working in emergency settings who are seeking to work with boys as allies in GBV prevention.
