Humanitarian actors at all levels need to better prioritize gender-based violence (GBV) in order to create and implement scaled‐up responses that better address women’s and girls’ rights and needs. The GBV Accountability Framework provides a guide for humanitarian actors, from service providers to GBV coordinators and humanitarian leaders and donors, on the steps they can take to combat GBV within their mandates. By taking on the actions in the Framework, the humanitarian system as a whole can consistently dedicate on‐the-ground efforts to mitigate GBV risks and deliver comprehensive, quality services for women and girls. The Framework puts a spotlight on GBV and the reality that all humanitarian actors have a role to play. It captures responsibilities and identified roles for different stakeholders based on existing policies, guidelines and best practice, and for the first time pulls these concrete and validated actions into one place.

Analysis of GBV in 2021 Humanitarian Needs Overviews and Response Plans (HNO & HRP) - GBV AoR 2021

This analysis was conducted to evaluate how GBV needs have been analyzed and how the GBV response has been planned in 2021 HNOs and HRPs and how agreed-upon changes translated into better GBV representation and integration. Specifically, this process: 1) Evaluated the GBV sectoral needs analysis, including indicators and methodologies. 2) Assessed the level of GBV integration into other parts of HNO and HRP 2021 (intersectoral and other sectors’ parts). o Identified common challenges during the 2021 HNO & HRP processes. 3) Identified best practices and areas of improvement to inform the 2022 HPC cycle. 4) Reinforced country-level attention and investment in the upcoming HPC cycle. 5) Identified key messages for advocacy purposes to increase attention to GBV in global directions and policy documents determining how HNOs and HRPs are developed.
Guidance to Gender-Based Violence Coordinators Addressing the Needs of Male Survivors of Sexual Violence in GBV Coordination - GBV AoR 2021

This guidance note is intended to guide gender-based violence (GBV) coordinators in their work on addressing sexual violence against men and boys in humanitarian coordination. The GBV AoR recognises the importance of ensuring that referral pathways, standard operating procedures and needs assessments include and address the needs of male survivors of sexual violence, and that all relevant humanitarian sectors are engaged in meeting these needs2 . To that end, this guidance note is designed to ensure that male survivors have safe access to support and services that they need, without comprising the safety or reducing access to services for women and girls.
