Considerations for GBV service providers when requested to provide GBV case management - to women and girls experiencing IPV - in a detention or prison setting - GBV AoR Helpdesk 2023

This guidance note has been generated in response to a request for practical guidance to GBV caseworkers in the Latin America region who have been asked to support women in detention settings and prisons who have experienced intimate partner violence (IPV) and who continue to be at risk of intimate partner violence whilst in detention/prison and upon release from detention/prison. This publication is likely, however, to have wider benefit to GBV caseworkers working in other humanitarian settings. The paper begins with an explanation of the key terminology and definitions, goes on to explore the experiences of women and girls in detention who are impacted by IPV, explores some of the ethical considerations of providing case management to an IPV survivor in detention and concludes with key actions that can support the safety of a survivor in detention, as they prepare for release from detention and post-release. An illustrative case study and a reference list are also included.
Case Study: Women for Change (WFC)

Since 2016, Women for Change (WFC) is a women-led organization (WLO) that has been undertaking work in protection, education (formal and informal), reproductive health, food security and livelihoods, peace building, organizational capacity strengthening, and advocacy in Central Equatoria, Warrap and Western Bahr El Ghazel States, South Sudan. Prior to this project, WFC had never assumed leadership of a GBV working group. The opportunity to assume co-leadership of the GBV working group in Warrap State emerged through this project in February 2022. When WFC’s Executive Director came across the call for expressions of interest shared by the South Sudan NGO Forum’s information desk, they decided to apply. Out of the ten organizations that applied, WFC was the successful applicant.
GBV risk mitigation in CVA programming: Key takeaways from a UNFPA regional Latin American workshop

In May 2024 UNFPA held a 2-day regional workshop Panama to enhance collaboration and skills related to the mitigation of GBV risks in CVA interventions in Latin America. The workshop brought together 24 GBV and CVA experts, including GBV specialists, GBV coordinators and CWG coordinators under the two regional coordination mechanisms (Regional Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela and the IASC Cluster System) and belonging to the six countries that have an existing and active CWG (Brazil, Colombia, Ecuador, El Salvador, Honduras, and Peru) as well as regional GBV coordinators and specialists. The objective of the workshop was twofold: Enable the exchange of key information and experiences related to GBV risk mitigation in CVA programming between countries, particularly as CVA use grows in the region. Tip Sheet- Defining Linkages to Better Assist Survivors of Sexual Exploitation and Abuse- UNFPA 2022

The Tip Sheet summarizes key challenges and recommended actions related to linkages between GBV and PSEA in coordinating and responding to SEA for PSEA and GBV coordinators, and other practitioners. The key challenges and recommended actions were informed by 80 consultations with 105 PSEA/GBV experts across six regions, including regionally based experts and from 26 countries1 (including countries from the 35 PSEA priority countries for the IASC) as well as headquarters. In addition, 12 group case management consultations were conducted with 105 people from GBV case management organizations as well as Interaction’s Survivor Support Sub-Working Group, the GBV AoR, and IASC MHPSS Reference Group.
