Reviews of recent HNOs and HRPs capture progress, but also highlight some serious gaps that continue to stand in the way of a response that effectively addresses gender-based violence and is fully accountable to women and girls. As Call to Action partners, we have both the opportunity and obligation to address these systemic issues in humanitarian planning processes. Below are a set of priority recommendations for humanitarian leadership and implementing agencies; these should also be supported by Call to Action donors in their advocacy.
Case Study: Women for Change (WFC)

Since 2016, Women for Change (WFC) is a women-led organization (WLO) that has been undertaking work in protection, education (formal and informal), reproductive health, food security and livelihoods, peace building, organizational capacity strengthening, and advocacy in Central Equatoria, Warrap and Western Bahr El Ghazel States, South Sudan. Prior to this project, WFC had never assumed leadership of a GBV working group. The opportunity to assume co-leadership of the GBV working group in Warrap State emerged through this project in February 2022. When WFC’s Executive Director came across the call for expressions of interest shared by the South Sudan NGO Forum’s information desk, they decided to apply. Out of the ten organizations that applied, WFC was the successful applicant.

Case Study: Active in Development Aid (ADA)

Active in Development Aid (ADA) is non-profit women-led organization (WLO) that works in Somalia and Kenya. It was founded in 1992 by a group of Somali professionals. While partnering with Trócaire in Gedo Region of Somalia and implementing Protection and Water, Sanitation and Hygiene (WASH) projects, ADA learned about an opportunity for a WLO to be the co-chair of the Gender-Based Violence (GBV) working group (known in Somalia as the GBV Reference Group) at sub-national level in Gedo. The selection process for the WLO to assume that role was not competitive, given that there were no other WLOs working in the region of DolloGedo. Initially, Trócaire held conversations with ADA to determine their level of interest. Once contracted, ADA appointed a staff member who could assume leadership in the coordination role. Desde 2016, Women for Change (WFC) es una organización dirigida por mujeres que ha llevado a cabo labores en materia de protección, educación (tanto formal como informal), salud reproductiva, seguridad alimentaria y medios de subsistencia, consolidación de la paz, fortalecimiento de la capacidad organizativa, y la defensa de los intereses en los estados de Ecuatoria Central, Warrap y Bahr El Ghazel Occidental (Sudán del Sur). Anteriormente, WFC nunca había asumido el liderazgo de un Grupo de Trabajo de Violencia Basada en Género. La oportunidad de asumir el liderazgo compartido del Grupo de Trabajo de Violencia Basada en Género en Warrap surgió gracias a este proyecto en febrero de 2022. Cuando la Directora Ejecutiva de WFC tuvo conocimiento de la convocatoria para la expresión de interés que compartió el servicio de información del Foro de las ONG de Sudán del Sur, decidió que enviarían una solicitud.
