Learning Brief on Technology Facilitated Gender-Based Violence - GBV AoR Helpdesk 2021

The new GBV AoR Helpdesk learning series addresses the issue of Technology-Facilitated Gender-Based Violence (TFGBV) affecting women and girls in humanitarian settings. The three-part resource looks at the different forms of online violence, suggests actions for GBV specialists and also policy recommendations for humanitarian organisations, donors and technology companies. The first report, Learning Brief 1: Understanding Technology- Facilitated Gender-Based Violence, builds on basic knowledge of TFGBV. It provides a definition and overview of the forms of TFGBV that are prevalent and how this abuse is manifested in emergency contexts. Conflicts impact different genders differently. Myanmar is no exception to this rule. The Mission found the gendered impact of Myanmar’s conflicts to be multi-faceted, while invariably taking a heavy toll on women and girls. In northern Myanmar, women and girls have borne the brunt of violations, including sexual and gender-based violence, as well as a wide spectrum of violations of their basic economic and social rights against the backdrop of existing gender inequality. In Rakhine, Rohingya women have been subjected to grave sexual and gender-based violence, including gang rape, rape and mutilation. Their situation is exacerbated by gender inequality and wide-spread discrimination against Rohingya, affecting rehabilitation and redress.

The Facilitator’s Guide: Applying and Understanding the Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming (Facilitator’s Guide) aims to enhance understanding and application of the Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming. The Facilitator’s Guide aims to equip a diverse range of actors implementing, supporting and/ or planning to implement, specialized GBV programming in humanitarian settings with (1) an understanding of the GBV Minimum Standards’ content; and (2) a process for assessing how the GBV Minimum Standards are currently implemented in their setting to support the improved application of the Standards without doing harm.

The Inter-Agency Minimum Standards for Gender-based Violence in Emergencies Programming: Monitoring and Evaluation Framework 2023

The main GBV Minimum Standards document provides details on the 16 Standards, key actions that should be taken to achieve each standard, the minimum indicators needed to measure each standard, guidance notes with further information and tools and resources to support the fulfilment of each standard. This document acts as a complement to the main Minimum Standards guidance and explores potential avenues to monitor and evaluate the achievement of each standard. It is a compilation of current best practices and measurement tools that are available for humanitarian agencies and clusters to employ as they seek to rollout and measure their progress against each standard. Using the definitions and tools included in this document, actors and agencies implementing GBV-specialized programming1 will be able to consistently measure core and recommended indicators related to the standards.
Technical Guidance Note on The Gender-Based Violence in Emergencies (GBViE) Analytical Framework - GBV AoR 2024

The gender-based violence (GBV) in emergencies analytical framework (GBViE AnF) is an overarching guide to GBV data collection and analysis in humanitarian emergencies. It provides guidance on gathering crucial insights for the prevention of, and response to, GBV in emergencies, setting out the analytical questions and specific information requirements that can be met through either primary data collection or secondary data review. While it is not a data collection tool, the framework can be applied to identify GBV information gaps.
