Since the establishment of the Regional Emergency GBV Advisors (REGA) structure as an emergency mechanism in 2014, it has been challenging to ensure the systematic collection and analysis of evidence to assess its impact and relevance - beyond the number of deployments or the size and composition of the teams. A lack of qualitative evidence for the sustainability of the deployments measured in the extent to which their work has been capitalised on, replicated and sustainably absorbed by country offices, field GBV sub-clusters and UNFPA Regional Offices has also been noted. In addition, the Gender-Based Violence (GBV) expertise gap in operations seems to have grown between 2014 and 2019, which was reflected by the commitment in the 2019 REGA Letter of Intent to expand the composition of the REGA teams by adding new areas of GBV expertise (Regional Coordination and Information Management) to provide wider support to country operations. Le GBV AoR applique un point de vue féministe dans sa promotion de l’action collective visant à améliorer l’efficacité et la redevabilité de l’intervention humanitaire aux fins de la prévention et de l’atténuation de toutes les formes de violence basée sur le genre et la réponse à ces dernières, dans le but de s’assurer que le pouvoir d’agir et la capacité des survivant(e)s dans toutes leurs diversités sont reconnus et renforcés et que des efforts de prévention sont effectivement déployés pour traiter et transformer les inégalités de genre sous-jacentes.
UNFPA CVA Activities in Palestine

The COVID-19 pandemic increased the risk of gender-based violence (GBV) for women and girls in Palestine. Women reported to UNFPA that diminished economic opportunities and financial stress significantly contributed to this increased risk. In response, UNFPA provided vouchers to respond to the urgent needs of economically vulnerable families and women at risk of GBV in Gaza and East Jerusalem. Beneficiaries reported high satisfaction rates in the post- distribution monitoring. In Gaza, 97% of beneficiaries reported that the program had a positive impact on their psychological well-being.

La elaboración del documento “Guía del facilitador: Comprender y aplicar los Estándares Mínimos Interagenciales para la Programación sobre Violencia de Género en Emergencias” corrió a cargo del Equipo de Trabajo del Área de Responsabilidad sobre Violencia de Género bajo el liderazgo de tres copresidentas: Emily Krasnor, del Fondo de Población de las Naciones Unidas (UNFPA); Sarah Cornish-Spencer, del International Rescue Committee; y Catherine Poulton, del Fondo de las Naciones Unidas para la Infancia (UNICEF); y se desarrolló bajo la dirección de Emily Krasnor. Elizabeth Morrissey y Constanze Quosh, de la Oficina del Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR), también proporcionaron coordinación y apoyo técnico. Annotated Bibliography: Stigma and Gender-Based Violence - GBV AoR Helpdesk 2025

Stigma plays a powerful and often overlooked role in shaping the experiences of survivors of gender-based violence (GBV). This annotated bibliography explores available evidence on how stigma impacts survivors and contributes to the persistence and normalization of GBV in emergency contexts. The first section presents research in terms of “levels”, or sites, where GBV-related stigma occurs, from GBV survivors’ own internalized stigma, to institutional stigma (particularly in relation to GBV service providers), to societal-level stigma that reflects and reinforces stigmatizing social norms. The bibliography then offers a section on frameworks and models for understanding and measuring stigma and concludes with a section on programmatic guidance on GBV-related stigma-reduction strategies.
UNFPA Indicators for GBV Risk Mitigation in Cash Assistance with Supporting Guidance

This guide offers proxy indicators for assessing GBV risks to women in cash interventions. Cash actors can adapt these proxy indicators, which were developed based on operational research that focused on multipurpose cash assistance programmes, according to their context and the structure of their cash interventions. Each indicator is presented with example questions and user-friendly guidance on how to contextualize, measure, and interpret data to better detect and mitigate GBV risks in cash assistance. Measuring these indicators over time as part of routine monitoring allows cash actors to track trends related to gendered attitudes, beliefs, and social norms held by both men and women cash recipients, as well as behaviors used by women who receive cash to keep themselves safe.
