Historically, because men’s power over women denied them the right to participate in the public space, the cultivation of safe, women-only spaces has been a vital counterspace created for women to network and for feminist movements to organize. These spaces and the activists working within them facilitated women to recognize their own agency and power for change (power within), their power to organize themselves to articulate the changes they wanted to make (power to), and collectively transform the systems that oppressed them (power with).
UNFPA CVA Activities in Palestine

The COVID-19 pandemic increased the risk of gender-based violence (GBV) for women and girls in Palestine. Women reported to UNFPA that diminished economic opportunities and financial stress significantly contributed to this increased risk. In response, UNFPA provided vouchers to respond to the urgent needs of economically vulnerable families and women at risk of GBV in Gaza and East Jerusalem. Beneficiaries reported high satisfaction rates in the post- distribution monitoring. In Gaza, 97% of beneficiaries reported that the program had a positive impact on their psychological well-being.

Section 2: Good Practice in GBViE Assessments overviews basic good practice such as participation, ethics and safety and a survivor-centred approach. Section 3: How to Do GBViE Assessments describes the steps to follow when (a) integrating questions about GBV into sectoral assessments and (b) conducting rapid or comprehensive GBV assessments in emergency situations. Section 4: Rapid GBViE Assessment Tools contains sample tools for conducting UNICEF-led rapid GBV assessments. Section 5: Comprehensive GBViE Assessment Tools contains sample tools for conducting UNICEF-led comprehensive GBV assessments.

Le Guide de l’animateur : Comprendre et appliquer les Normes minimales interorganisations pour la programmation d’actions de lutte contre la violence basée sur le genre dans les situations d’urgence a été élaboré sous la direction d’une équipe spéciale relevant du Domaine de responsabilité Violence basée sur le genre (GBV AoR, ci-après le « Domaine de responsabilité VBG ») co-présidée par Emily Krasnor (Fonds des Nations Unies pour la population – UNFPA), Sarah Cornish-Spencer (Comité international de secours – IRC) ainsi que Catherine Poulton (Fonds des Nations Unies pour l’enfance – UNICEF), sous la supervision d’Emily Krasnor. La coordination et le soutien technique ont été assurés par Elizabeth Morrissey et Constanze Quosh (Haut-Commissariat des Nations Unies pour les réfugiés – HCR), et le travail de rédaction réalisé par Inbal Sansani, avec le soutien de Divya Chandran.
