Inter-Agency Minimum Standards for Prevention and Response to GBV in Emergencies - GBV AoR 2019

This resource presents 16 Minimum Standards for GBV prevention and response programming in emergencies. As a whole, the 16 Minimum Standards define what agencies working on specialized GBV programming need to achieve to prevent and respond to GBV, and deliver multisectoral services. The objective of the Minimum Standards is to establish a common understanding of what constitutes minimum GBV prevention and response programming in emergencies. “Minimum” means “of adequate quality”; for the purposes of this resource, adequate quality means (1) reflecting good practice and (2) not causing harm. As such, each Standard in this resource represents common agreement on what needs to be achieved for that specific programmatic element to be of adequate quality. When a GBV programme actor decides to implement a programmatic element outlined in the Standards, that intervention must be implemented according to the Standard at a minimum.

Cash assistance is a modality that will be used extensively inside conflict-affected Ukraine and in the regional refugee response, where feasible and appropriate (1). Given that the large majority of Ukrainian refugees are women and children, it is critical to ensure that cash programming does not put this particularly vulnerable population at further risk. This summary is a joint effort by the Gender-Based Violence (GBV) Sub-Cluster/Working Groups and Cash Working Groups in Ukraine and the regional refugee response and it will revised periodically*. It aims to provide preliminary GBV considerations for humanitarian actors providing cash assistance to conflict-affected residents, IDPs, refugees and host communities. Responding to violence against women based on their diverse sexual orientations, gender identities and expressions – an annotated bibliography of resources All women and girls face oppression, discrimination and marginalization based on gender inequality, but not all women and girls experience oppression and inequality in a homogeneous way. Oppression may be compounded by their sexual orientation, gender expression and gender identity. Despite there being a broad understanding that women and girls with diverse SOGIEs are at heightened risk of violence due to multiple and intersecting factors, there is limited evidence and documented practice of responses to this violence. This learning brief assembles resources regarding response that originate from a wide pool of actors including UN agencies, INGOs, World Bank and other Non-humanitarian sources.

Elrha is a global charity that finds solutions to complex humanitarian problems through research and innovation. Elrha identified a knowledge gap in good practices and innovation for how people with disabilities and older people are included in gender-based violence interventions in humanitarian contexts. To support a new area of focus under their Humanitarian Innovation Fund on Disability and Older Age Inclusion, Elrha commissioned an independent rapid review to review the inclusion of people with disabilities and older people in humanitarian GBV interventions.
