Historically, because men’s power over women denied them the right to participate in the public space, the cultivation of safe, women-only spaces has been a vital counterspace created for women to network and for feminist movements to organize. These spaces and the activists working within them facilitated women to recognize their own agency and power for change (power within), their power to organize themselves to articulate the changes they wanted to make (power to), and collectively transform the systems that oppressed them (power with).

These Guidelines provide practical guidance and effective tools for humanitarians and communities to coordinate, plan, implement, monitor and evaluate essential actions for the prevention and mitigation of gender-based violence, throughout all stages of humanitarian response—from preparedness to recovery.

Launch of the new global resource “Women and Girls’ Safe Spaces: A Toolkit for Advancing Women’s and Girls’ Empowerment in Humanitarian Settings”. From 2017-2019, with support from the U.S. Bureau of Population, Refugees, and Migration, the International Rescue Committee (IRC) and International Medical Corps (IMC) led the development of this important toolkit in collaboration with women and girls and community members across 18 humanitarian settings. The toolkit will be available online in English and French in mid-November at gbvresponders.org. Ahead of its’ release IRC and IMC invite global and field practitioners to join one of the webinars (listed below) which will introduce the purpose and content of the toolkit.
