Mainstreaming gender-based violence (GBV) considerations in CVA: key tips for cash actors engaged in the Myanmar response

Burmese language version available here In Myanmar, over $53 million USD has been disbursed in CVA since January 2021. The delivery of the assistance has been impacted by tremendous context-specific challenges, both technical and operational as well as related to protection or gender-based violence (GBV). In light of the security and political context, most CVA interventions have been made possible thanks to a very localized, low-profile approach. Many activities have been conducted remotely over the phone due to various access-related challenges that can heavily impact the participation of women and other at-risk populations. Bearing in mind this challenging landscape, a joint discussion between CVA and GBV actors took place in October 2022 with the objective of identifying the common GBV risks related to CVA and realistic actions that actors can undertake to decrease and prevent those risks. Operational research on GBV risk mitigation in relation to CVA in humanitarian settings - UNFPA/GWI collaborative research overview

The Global Women’s Institute at George Washington University and UNFPA have launched a collaboration to examine GBV risk mitigation in relation to CVA in humanitarian settings in order to (a) further corroborate the presence of GBV risks to women and girls in current CVA programming; and b) develop indicators for the adequate detection, monitoring, and mitigation of GBV risks. Results of the operational research will be published in Q4 2023. The final outputs of the operational research will be geared toward humanitarian practitioners and will focus on its practical, concrete implications for the integration of GBV risk mitigation activities within the design and implementation of CVA programming.

While there has been great progress in recent years to improve women’s safety when accessing CVA, it’s time to go the extra mile. Le Global Women’s Institute de l’Université George Washington et l’UNFPA ont entamé un travail collaboratif d’étude de l’atténuation des risques de VBG dans le cadre des TM en contexte humanitaire dans le but (a)de confirmer la présence de risques de VBG pour les femmes et les filles dans le cadre des programmes de TM actuels, et (b) d’élaborer des indicateurs pertinents pour la détection, le suivi et l’atténuation des risques de VBG.

El Instituto Mundial de la Mujer [The Global Women’s Institute] de la George Washington University y el UNFPA han puesto en marcha una colaboración, para estudiar la mitigación del riesgo de VBG en relación con la AEC en contextos humanitarios, con el objetivo de a) continuar corroborando la presencia de riesgos de VBG que afectan a las mujeres y las niñas en el marco de los programas actuales de AEC; y de b) elaborar indicadores para la correcta detección, seguimiento y mitigación de los riesgos de VBG.

Le suivi sur le terrain, sous forme de contrôles ponctuels ou « d’audits de sécurité », fait partie ntégrante de toute programmation humanitaire, et la distribution d’argent ou de coupons ne fait pas exception. Le suivi est essentiel lorsque des articles physiques (tels que des cartes de paiement, des coupons, des enveloppes contenant de l’argent liquide, etc.) sont distribués, mais aussi lorsque les bénéficiaires ont accès à l’argent par l’intermédiaire de structures physiques (comme les distributeurs automatiques) ou de tierces personnes (par exemple, au guichet d’une banque ou d’un bureau de poste).
