Webinar Series: Tackling Gender Based Violence via Cash and Voucher Assistance
Gender-based violence (GBV) is rampant — globally, one in three women experiences some form of violence or abuse. GBV is pervasive in humanitarian settings and anecdotal evidence points to the increase in GBV since the start of the COVID-19 pandemic. Since 2018, there has been an increased focus on the use of Cash and Voucher Assistance (CVA) for protection outcomes, including the integration of CVA into GBV response. An array of guidance and tools on the topic are now available. UNFPA outlined in their 2022 Humanitarian Action Overview that cash transfers would be an integral part of their GBV prevention and response approach. However, evidence from the use of CVA for GBV outcomes is scarce and opportunities to leverage CVA within a GBV case management framework are rarely seized. During 2020, the GBV AoR regional support teams strengthened GBV coordination in emergencies in 24 countries. COVID-19 necessitated moving to remote assistance. REGA teams were bolstered by the arrival of new regional experts in information management (IM), rapid response, GBV preparedness and academic partnerships. Despite the hurdles related to the pandemic, regional and country level advocacy and technical support for the GBV community continued across five regions. UNFPA provided effective management support through its regional and country operations.
UNFPA CVA Activities in Indonesia

The COVID-19 pandemic heavily impacted sex workers in Indonesia: their incomes decreased dramatically, they encountered greater difficulty accessing healthcare, and many of them could not access the government cash assistance that was set up to help Indonesians during the pandemic. This CVA pilot provided cash assistance for transportation directly to female sex workers (FSWs) living with HIV so that they could access antiretroviral (ARV) therapy at health service centres. It was implemented by the Indonesian Organization for Social Change (OPSI), a national network of sex workers that is trusted and well- known by sex workers at district levels.

UNFPA’s historic one-output 6th Country Programme for the Maldives started in 2016 taking into account the country’s paradigm shift and the need to advance sexual and reproductive health and rights (SRHR) in the country, especially for the young people. As the development agenda drew to a close in 2021, we take a reflectory look back at the many successes and progress achieved. This reflection looks back UNFPA’s role in formulating Maldives’ first ever Reproductive, Maternal Newborn Child And Adolescent health policy and the SRH services under one roof with inauguration of Hulhumale’ Reproductive health centre and the Ufanveni health centre at the Kulhudhuffushi Regional Hospital. The GBV AoR thanks them, and you, for working tirelessly to support and empower women and girls everywhere, every day. This past year, and even now, COVID-19, war, disasters and trauma cast a long shadow on so many women and girls, spanning differences in geography, race, class, culture, sexuality, and other facets of our complex identities.
