The purpose of the RGA is to provide information and analysis about the different needs, capacities and coping strategies of women, men, boys and girls to underpin UNRWA’s and other actors’ capacity to design and deliver gender-responsive emergency support.

There is an increasing recognition that conflict is not gender neutral; in fact, protracted conflicts such as in Gaza create a landscape of multidimensional and intersectional vulnerabilities for diverse groups compounding over time (specifically around access to food, mobility, poverty, education, protection and employment) and disproportionately affect women and girls across all categories. The escalation of violence in Gaza and the surrounding region has led to an unfathomable level of death, deprivation and destruction for the most vulnerable populations and further compromises their ability to respond, adapt and build resilience to continued shock. This learning brief provides an initial introduction to Artificial Intelligence (AI) and its links to Gender-Based Violence (GBV). It begins with an overview of key terms associated with AI relevant to GBV actors and summarizes current learning around how AI can exacerbate GBV in humanitarian settings. It then considers the ways in which AI may be used to address GBV, as well as the risks associated with the use of AI in GBV prevention and response. It concludes with several key takeaways for humanitarian actors working in and around GBV and AI and notes key areas for further learning and research.
GBV AoR Capacity Strengthening Strategy 2023 — 2028

This Strategy focuses on strengthening the capacity of Country AoR Members, including local actors, and Country AoR Coordination Teams, to enhance their respective programming and coordination capacities for GBV prevention and response. It has been developed in consultation with the IASC GBV Guidelines Reference Group, the global interagency coordination group leading capacity building efforts on GBV risk mitigation with humanitarian actors working in non-GBV sectors and clusters. This ensures dedicated capacity strengthening on all three core components of GBV Programming: mitigation, prevention and response, while simultaneously reinforcing that GBV is a shared responsibility across the entire humanitarian system. Annotated Bibliography on Engaging Boys to Become Allies in GBV Prevention - GBV AoR Helpdesk

Engaging boys (up to age 18) is a critical yet under-explored area of GBV prevention in emergencies. This annotated bibliography provides an overview of relevant literature, evaluations, and programmatic examples for engaging boys in GBV prevention programming with a focus on high and middle-income settings and—to the extent knowledge exists— humanitarian contexts. Building on an emergent body of global literature on male engagement for GBV prevention, the bibliography begins with an overview of evidence and lessons learned in work with boys to prevent GBV generally, and then focuses on examples of specific types of programs, such as community-based social norms change; bystander interventions; school-based programming; peer education; and sports- and play-based programming. This information is meant for GBV practitioners working in emergency settings who are seeking to work with boys as allies in GBV prevention.
