This learning brief discusses a range of strategies and methods humanitarian actors can use to support and sustain GBV response and prevention programming in hostile contexts. It outlines what ‘hostile contexts’ refers to in this paper, and why it is important for GBV program managers and service providers to be able to identify and adapt to rapid or incremental increases in hostility in humanitarian environments, which are likely to adversely impact the implementation of GBV prevention and response programming. The paper discusses some of the risks women and girls face in these high-risk environments and concludes with several key considerations for GBV specialists.

Recognising the interconnected needs of child and adolescent survivors, it is evident that Gender-Based Violence (GBV) and Child Protection actors have overlapping responsibilities in regard to response, mitigation, prevention and preparedness. Actors must cooperate to generate better knowledge, develop skills and expand resources. Both GBV and Child Protection minimum standards reiterate the need for intersectoral cooperation. Increasingly complex emergencies require the collaboration between different disciplines to understand and address new and growing needs affecting girls and boys.1 Changes in the humanitarian landscape means that GBV and Child Protection response, mitigation and prevention will be led and implemented by diversified, local actors. Elrha is a global charity that finds solutions to complex humanitarian problems through research and innovation. Elrha identified a knowledge gap in good practices and innovation for how people with disabilities and older people are included in gender-based violence interventions in humanitarian contexts. To support a new area of focus under their Humanitarian Innovation Fund on Disability and Older Age Inclusion, Elrha commissioned an independent rapid review to review the inclusion of people with disabilities and older people in humanitarian GBV interventions.

Leveraging cash assistance in GBV case management as a tool in Moldova's Ukrainian refugee response

In 2023, as part of the Ukrainian refugee response in Moldova, the United Nations Population Fund (UNFPA) conducted a pilot to integrate cash assistance into gender-based violence (GBV) case management. Targeting GBV survivors and those at risk, including Ukrainian refugees and vulnerable Moldovans, the program aimed to mitigate GBV risks and enhance GBV response by addressing economic barriers that hinder survivors from escaping abusive situations and accessing life-saving GBV services. Two modalities were utilized: one-off emergency cash assistance and recurring cash assistance for up to three months. The pilot, conducted from January to December 2023, benefited 224 individuals. Results were shared in a round-table discussion involving the Ministry of Labour and Social Protection, civil society organizations, and UN agencies to advocate for continued use of cash assistance in GBV case management. In emergencies, GBV program managers often set up new programs or rapidly expand existing programs to address a significant change in needs. The rapid set up and need for services can result in hiring practices that rely on and reinforce existing power structures, access to opportunities, and cultural bias. This evidence digest provides a summary of the existing evidence for partnering with local women's organizations (LWOs) for GBV programming in humanitarian settings. It gathers and synthesizes the evidence related to LWOs as GBV service providers and considers how partnering with them links to effective use of resources and efforts, community buy-in and sustainability. This report presents examples of LWOs leading GBV advocacy efforts and participating in humanitarian coordination structures. It also looks at the perspective and experience of LWO members, and the effect of their roles on their own social status and empowerment. This resource has been developed to assist gender-based violence (GBV) practitioners, MHPSS and health specialists as well as policy makers operating in humanitarian settings to understand the differences between women and girls’ safe spaces (WGSS) and one-stop centers (OSC). Drawing from key tools and guidance, it outlines the key characteristics of each type of service, their benefits, and some of the potential limitations of each service that need to be addressed as part of the design and implementation phases. This resource can be used as a reference tool when considering how to ensure comprehensive care for survivors in a given setting; it may also be useful for advocacy purposes to ensure that the scale up of one type of service (most often, one-stop centers) does not take precedence over or eclipse the other service.
