The comprehensive Inter-Agency Minimum Standards for Gender-Based Violence Action Programming in Emergencies podcast series produced by GBV AoR is now available on SoundCloud. The series is in French and for exploitation by anyone involved in programming on GBV in emergencies and beyond. The 18 episodes cover topics ranging from case management and access to justice to the participation and empowerment of women and girls. During this series, Fabiola Wizeye Ngeruka, who represents GBV AoR in Mali by coordinating the GBV Sub-cluster, interviews a wide range of GBV actors working from different countries in West and Central Africa, including the Great Lakes. Introducing the Inter-Agency Minimum Standards for GBV Programming # 16 Days of Action against Gender-based Violence
All humanitarian response agencies have a responsibility to protect those affected by GBV but GBV response often requires specialized programs. In order to support actors and agencies implementing GBV-specialized programming in emergencies, the Interagency Minimum Standards for GBV in Emergencies Programming (Minimum Standards) were developed with the to establish a common understanding of what constitutes minimum GBV prevention and response programming in emergencies. “Minimum” means “of adequate quality” (for the purposes of the resource, adequate quality means (1) reflecting good practice and (2) not causing harm). As such, each Standard represents common agreement on what needs to be achieved for each specific programmatic element to be of adequate quality. The Inter-Agency Minimum Standards for Gender-based Violence in Emergencies Programming: Monitoring and Evaluation Framework 2023

The main GBV Minimum Standards document provides details on the 16 Standards, key actions that should be taken to achieve each standard, the minimum indicators needed to measure each standard, guidance notes with further information and tools and resources to support the fulfilment of each standard. This document acts as a complement to the main Minimum Standards guidance and explores potential avenues to monitor and evaluate the achievement of each standard. It is a compilation of current best practices and measurement tools that are available for humanitarian agencies and clusters to employ as they seek to rollout and measure their progress against each standard. Using the definitions and tools included in this document, actors and agencies implementing GBV-specialized programming1 will be able to consistently measure core and recommended indicators related to the standards.

The Facilitator’s Guide: Applying and Understanding the Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming (Facilitator’s Guide) aims to enhance understanding and application of the Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming. The Facilitator’s Guide aims to equip a diverse range of actors implementing, supporting and/ or planning to implement, specialized GBV programming in humanitarian settings with (1) an understanding of the GBV Minimum Standards’ content; and (2) a process for assessing how the GBV Minimum Standards are currently implemented in their setting to support the improved application of the Standards without doing harm.

The Core Humanitarian Standard on Quality and Accountability (CHS) is a direct result of the Joint Standards Initiative (JSI) in which the Humanitarian Accountability Partnership (HAP) International, People In Aid and the Sphere Project joined forces to seek greater coherence for users of humanitarian standards. The JSI consulted more than 2,000 humanitarian workers in head offices, regions and in disaster-prone countries. The feedback highlighted the need for the harmonisation of standards, with communities and people affected by crisis at the centre and humanitarian principles as the foundation.
