From risk to choice: Cash within GBV case management in Jordan

REPORT: In 2021, the United Nations Population Fund (UNFPA) in Jordan piloted the integration of cash assistance within Gender Based Violence (GBV) programming. The pilot targeted GBV survivors and women at risk of GBV – including Jordanians, Syrian refugees and refugees of other nationalities – within the framework of GBV case management. Two modalities were used: one-off Emergency Cash Assistance (ECA) and Recurrent Cash Assistance (RCA) for three to six months. The pilot was conducted from February to December 2021 and reached 215 beneficiaries. This study examined and compared the experiences of women in six governorates receiving case management (control group/standard of care) with women who received a combination of both case management and cash assistance. This learning brief focuses on technology-facilitated gender-based violence (TFGBV) affecting publicly visible women in humanitarian and emergency contexts. The learning brief begins with an overview of TFGBV prevalence, then focuses on risk groups of publicly visible women and how TFGBV impacts them, including women parliamentarians and politicians, journalists, women human rights defenders and activists. It moves on to provide examples of good practice in working with these different groups of publicly visible women to prevent and respond to their particular risks of TFGBV. The learning brief concludes with recommendations to highlight key issues for consideration by GBV actors working with publicly visible women as part of wider GBV prevention and response programming in humanitarian settings.

The Global Protection Cluster (GPC) and its four specialised Areas of Responsibility (AoRs) join the international community in calling on Afghanistan’s de facto authorities to revoke the recent ban on women working for non-governmental organisations (NGOs) immediately and without exceptions. The discriminatory ban violates women’s rights and creates serious protection risks for millions of people in vulnerable situations who depend on their work for their survival.
