Evidence Review: A Summary of the Links between Intimate Partner Violence, Military Personnel and Veterans - GBV AoR Helpdesk 2024

This evidence review synthesizes the available literature and data relating to linkages between intimate partner violence (IPV) and military active-duty personnel and veterans in relation to their perpetration and experiences of intimate partner violence. As part of this review the GBV AoR Helpdesk also explored data on military and mental health issues (such as substance use disorders (SUD), post-traumatic stress disorder (PTSD), traumatic brain injury (TBI) and other factors which may interplay with, or be exacerbating factors for, IPV. This review is based on rapid desk-based research using key relevant search words and terms. It is not intended to be exhaustive but to provide a summary of the available information which may be relevant and inform GBViE prevention and response programming. Leveraging cash assistance in GBV case management as a tool in Moldova's Ukrainian refugee response

In 2023, as part of the Ukrainian refugee response in Moldova, the United Nations Population Fund (UNFPA) conducted a pilot to integrate cash assistance into gender-based violence (GBV) case management. Targeting GBV survivors and those at risk, including Ukrainian refugees and vulnerable Moldovans, the program aimed to mitigate GBV risks and enhance GBV response by addressing economic barriers that hinder survivors from escaping abusive situations and accessing life-saving GBV services. Two modalities were utilized: one-off emergency cash assistance and recurring cash assistance for up to three months. The pilot, conducted from January to December 2023, benefited 224 individuals. Results were shared in a round-table discussion involving the Ministry of Labour and Social Protection, civil society organizations, and UN agencies to advocate for continued use of cash assistance in GBV case management. Collective care is a strategy that can be used by gender-based violence (GBV) programmers, researchers, activists, and other GBV specialists to sustain each other in work to prevent and respond to GBV in emergencies. This annotated bibliography provides an overview of relevant literature and material (including articles, blogs and podcasts) on this topic, to signpost those working on GBV in emergencies to relevant sources of information. The GBV AoR Helpdesk has also produced a tip sheet that provides additional information on collective care.

The gender-based violence (GBV) in emergencies analytical framework (GBViE AnF) is an overarching guide to GBV data collection and analysis in humanitarian emergencies. It provides guidance on gathering crucial insights for the prevention of, and response to, GBV in emergencies, setting out the analytical questions and specific information requirements that can be met through either primary data collection or secondary data review. While it is not a data collection tool, the framework can be applied to identify GBV information gaps.

Since the establishment of the Regional Emergency GBV Advisors (REGA) structure as an emergency mechanism in 2014, it has been challenging to ensure the systematic collection and analysis of evidence to assess its impact and relevance - beyond the number of deployments or the size and composition of the teams. A lack of qualitative evidence for the sustainability of the deployments measured in the extent to which their work has been capitalised on, replicated and sustainably absorbed by country offices, field GBV sub-clusters and UNFPA Regional Offices has also been noted. Commissioned by the UNFPA Humanitarian Response Division (HRD), the review aims to provide specific, relevant, and actionable findings and recommendations to UNFPA as the GBV AoR lead agency to improve efforts to facilitate GBV coordination in humanitarian settings.
