In 2023, three already existing and protracted crises deteriorated to the point where the Inter-Agency Standing Committee (IASC) announced a system-wide scale-up (Democratic Republic of the Congo, Haiti, and Sudan). In each case, increasing Protection concerns were noted as key rationale for the new response posture. Across all three contexts, increasing reports of gender-based violence (GBV) were a trigger for scale-up, with actors across the humanitarian system raising alarms about GBV both before and after scale-ups have gone into place.

The situation in Sudan continues to be incredibly fluid, with the situation particularly in Darfur states deteriorating rapidly since early November, forcing many to flee to Chad. Despite some partners resuming activities since September, many partners report the need to close programming in the face of looted or destroyed offices and response spaces, including Women and Girls Safe Spaces (WGSS), confidential corners, and hospitals.

Crisis Context : Over the past year, gang violence dramatically increased and armed gangs’ violence has expanded. There is an increase in reports of elders, women and girls being brutally raped, tortured and kidnapped by gangs. The GBV sub-cluster estimates that 1,171,183 people will need assistance in 2024, 97% of them are girls and women, 51% in the west and 23% in Artibonite. The main risk factors for GBV are the incursion of armed gangs in communities, forced population displacement and food insecurity.

The violence being experienced by civilians in the Gaza Strip extends beyond suffering that human beings can endure. Gazans have been deprived of the essentials of food, water, shelter, medicine, and safety. For women and girls, gender-based violence (GBV), including physical and sexual violence, is a daily threat, and the combination of threats they face represent distinct and targeted attacks on their rights, identity, and dignity. This loss of dignity is primary to their experience of this crisis. Nowhere in the Gaza Strip is safe. Nearly 80% 3 of the Gazan population is now displaced and living in severely overcrowded shelters that offer limited “refuge.” Civilians and humanitarian and medical staff and infrastructure are under siege; health facilities are not functional due to damage or lack of generator fuel.
