WRC has aimed to understand more about the specific dynamics of GBV case management and cash referrals for forced migrant, refugee, and host national GBV survivors, as well as to identify how best to address the needs of GBV survivors by including multipurpose cash assistance (MPCA) within a package of response services. Building on existing findings and tools,6 WRC, in conjunction with CARE Colombia and a national partner, CORPRODINCO, piloted an intervention from June 2021 to January 2022 to assess the integration of cash assistance into GBV case management to support survivors in forced migrant, refugee, and host communities in Ocaña, Norte de Santander, Colombia. Drawing from a quasi-experimental mixed methods study, this report summarizes the quantitative and qualitative findings and lessons learned from the joint program and evaluation over four months in support of CVA integrated into GBV programming, and shares recommendations for the way forward in this context.

In Norte de Santander, Colombia, WRC and partners sought to examine changes among forced migrant, refugee, and host national GBV survivors in a cash-integrated GBV case management program, evaluating outcomes four months after the start of the program. The study drew on the expertise of WRC, and used best practice guidance and tools implemented by CARE Colombia and its local partner, the Corporation of Professionals for Comprehensive Community Development (CORPRODINCO).

Las asistentes sociales de VG evaluaban si la asistencia en efectivo era adecuada para el caso particular de cada sobreviviente y, de ser así, distribuían el efectivo a través del proveedor de servicios financiero Efecty, que gestiona puntos de pago. Cada sobreviviente de VG recibió entre 91 y 274 USD en función de las necesidades de su caso. Las asistentes sociales también derivaron a las personas sobrevivientes a servicios complementarios, como servicios de salud sexual y reproductiva, servicios de salud mental y apoyo psicosocial, asistencia jurídica y programas sobre medios de subsistencia. El seguimiento de la gestión de casos incluyó la supervisión de la asistencia recibida por la persona sobreviviente, para garantizar que no se hallaban expuestas a otros daños.

In NWS, drawing on the expertise of WRC and guidance and tools implemented by CARE Turkey, and in collaboration with local actors Ihsan Relief and Development (IRD) until October 2022 and Syria Relief and Development (SRD),2 WRC sought to examine changes among internally displaced Syrian survivors in NWS in a cash assistance and in-kind assistance-integrated GBV case management program at three months and nine months into the program.

With support from the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance, the Women’s Refugee Commission (WRC), CARE, and the Corporación de Profesionales para el Desarrollo Integral Comunitario [Corporation of Professionals for Comprehensive Community Development – CORPRODINCO] partnered to deliver gender-based violence (GBV) case management to 200 survivors in Ocaña, Colombia. As part of this project, they evaluated the outcomes and impacts for the 100 survivors who received GBV case management integrated with cash and voucher assistance (CVA) and the 100 who received GBV case management only (no cash).

Con el apoyo del Bureau for Humanitarian Assistance de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID), la Comisión de Mujeres Refugiadas (CMR), CARE y la Corporación de Profesionales para el Desarrollo Integral Comunitario (CORPRODINCO) se asociaron para prestar servicios de gestión de casos de violencia de género a 200 sobrevivientes en Ocaña (Colombia). Como parte de este proyecto, se evaluaron los resultados e impactos de 100 sobrevivientes que recibieron gestión de casos integrada en los programas de transferencias monetarias (PTM) y de 100 que solo recibieron gestión de casos (sin asistencia en efectivo)

Dans le cadre de ce projet, ils ont évalué les effets et les conséquences d’une telle intervention pour les 100 survivants qui ont bénéficié d’une prise en charge assortie de transferts monétaires et les 100 survivants qui ont uniquement bénéficié d’une prise en charge (sans transferts monétaires)
