Since 7 October, heavy bombardments and displacement throughout Gaza have left civilians in dire humanitarian need, with the situation turning into a catastrophe – especially for the estimated 1.1 million women and girls. The number of internally displaced persons (IDPs) in Gaza is currently estimated at around one million (half the population), with a large part of that population living in overcrowded and under-supplied shelters with food, water, and fuel running out – and basic and life-sustaining services becoming more inaccessible. The UN Secretary-General has called for a “humanitarian ceasefire” and that “Gaza needs aid at scale and on a sustained basis”. Civilians, healthcare infrastructure, and schools are not a target - all parties to the conflict must respect international humanitarian law.

Consultations with ALL affected groups, particularly women and girls in all of their diversity, remains critical even in emergency response. Do not rely only on information received from male community leaders. This tip sheet provides basic information on undertaking safe consultations with women & girls in emergency contexts. There is likely to be a significant number of unaccompanied minors arriving in the shelters which will have different/diverse needs from adults and different from each other based on gender, age range, etc. Women-headed households are also likely to be large in number and will also likely have different needs, barriers, challenges, etc. than intact family structures, as will persons living with disabilities. Ensure all such groups are represented in consultations and program planning. Some suggested key areas of inquiry for consultations are included below. Sector-specific areas of inquiry are available in the IASC GBV Guidelines.

Follow your organization’s safety and security measures/instructions at all times before helping others. While the current conditions are severely constraining the provision of GBV response on the ground, preparations can be undertaken for a quick and coordinated gender-based violence (GBV) response once communication lines re-open and services can be resumed. The following life-saving interventions should be prioritized as soon as possible by GBV service providers operational in Gaza to ensure GBV survivors and those at risk of violence have access to essential services and goods such as medical care, psychosocial support, safety, protection and feminine hygiene products.

In 2023, three already existing and protracted crises deteriorated to the point where the Inter-Agency Standing Committee (IASC) announced a system-wide scale-up (Democratic Republic of the Congo, Haiti, and Sudan). In each case, increasing Protection concerns were noted as key rationale for the new response posture. Across all three contexts, increasing reports of gender-based violence (GBV) were a trigger for scale-up, with actors across the humanitarian system raising alarms about GBV both before and after scale-ups have gone into place.
