Introduction & Background
The IRC has produced a number of policy reports highlighting the lack of prioritisaiton of GBV in humanitarian planning and funding, including “Where is the Money: How the Humanitarian System is Failing to Fund An End to GBV” (2019) and “What happened: How the humanitarian response to COVID-19 Failed to Protect women and girls” (2020).
Despite high-level recognition of GBV as “the shadow pandemic” of COVID-19 in 2020, this rhetoric did not adequately translate into the necessary prioritisation and funding of GBV in the GHRP process. However, it did kick off several high-level debates and processes on how to improve the prioritisation and transparency of GBV funding.
The IRC aims to maintain the momentum of these debates by providing further insights on where political will fails to translate into planning and funding on GBV. In addition to conveying up-to-date trends on GBV prioritisation in 2021 Humanitarian Response Plans (HRPs), this policy report will explore bottlenecks and enabling factors to prioritising GBV in humanitarian planning on the ground, including exploring the role of partnerships with and direct funding to women’s organisations working to end GBV.

• Close coordination with EU Head of Policy (Helen Stawski) and Technical Unit Staff in the Violence Prevention and Response Unit (Joanne Creighton and Sarah Mosley, Senior Technical Advisors in Women’s Protection and Empowerment). Other colleagues will also provide inputs (Helena Minchew, Advocacy Advisor, WPE & Gender Equality)
• Working relationship with IRC country teams/partners to be identified, for qualitative data collection (key informant interviews) and analysis – (specific country offices remain TBD)
• High-level interviews with key stakeholders to be identified (e.g. with UN agencies) Core Consulting Tasks
The consultant will lead in the development of research tools, in close consultation with the key relationships/points of contact listed above, within IRC. The consultant will also lead in the collection, analysis, and write up of data (trends analysis and qualitative data) narrative regarding the prioritisation of GBV in humanitarian response planning.
This work will specifically include: conducting a trends analysis and providing an written narrative of funding trends to GBV within 2021 HRPs; identifying in consultation with IRC staff a few countries of focus to analyse financial tracking sheets; conducting key informant interviews with IRC staff and relevant humanitarian actors in countries of focus, to investigate various bottlenecks and enabling factors to GBV prioritisation. The findings of the report will be used to make concrete recommendations to multilaterals and donors.
Key outputs

- Inception meeting – (approx. ½ day - July)
- Quantitative trend analysis of humanitarian funding for GBV – (approx. 3 days - July)
- Consultations and preparation with key IRC relationships to identify countries of focus, design qualitative questionnaire, and identify key informant interviewees – (approx. 2.5 days - July)
- Qualitative data collection and analysis –approximately 20 key informant interviews with IRC staff and key humanitarian stakeholders (approx. 12 days - August)
- Report drafting - narrative write up of trends analysis and qualitative findings/themes) – (approx. 8 days – August, early September)
o Report will be approximately 15-20 pages long (excluding any annexes) - Draft review, editing, and finalisation – (approx. 6 days - mid September)
Total number of days anticipated is approximately 32, and suggested timeline outlined – please indicate in your methodology if you envision more/less days being necessary.
Requirements:
• Strong understanding of the humanitarian system and ongoing humanitarian aid reform;
• Understanding of humanitarian financial aid flows and ability to analyse funding trends;
• Significant experience in the areas of policy, research and/or programming in the humanitarian sector;
• Demonstrated experience working in international gender equality policy (e.g. across topics such as protection, feminist humanitarianism, women’s empowerment, women’s rights organisations), ideally with a thematic knowledge of gender-based violence;
• Demonstrated experience in qualitative research methods, including developing surveys, conducting interviews (including high-level interviews), and analysing key informant interviews;
• Track record of excellent report writing in English;
• Ability to work independently while receiving constructive feedback from a number of stakeholders.
