The Accountability Framework (AF), informed by a Theory of Change developed by Real Time Accountability Partnership, is based on existing policies, guidelines, and best practice, and for the first time compiles these concrete and validated actions in one place. The Accountability Framework captures responsibilities and mandated actions for different stakeholders based on existing IASC policies, inter-agency guidelines and field-based best practices at global, regional and country-level during each phase of the humanitarian programme cycle (HPC). It provides a guide for service providers to GBV coordinators and humanitarian leaders and donors, to implement IASC Commitments to prevent, mitigate and respond to GBV within their mandates.

On 5 May 2021, the GSC is hosting a moderated discussion on the GBV Accountability Framework, generally, followed by an open 'round table' discussion. The Accountability Framework Global Steering Committee (GSC) is in the process of developing country and regional level guidance for the roll out of the Accountability Framework to support stakeholder's compliance with IASC principles to prevent, mitigate and respond to GBV across all stages of the humanitarian response.
