World Vision International is looking for a consultant to design SOPs for multi purpose cash for protection.

Under the supervision of WVI protection adviser and in close collaboration with the Child protection sub cluster coordinator, the consultant will:

· Deliverable 1: Conduct a comprehensive vulnerability analysis for each sector, showing the distribution of all vulnerability indicators and disaggregating by sex, family size and location in NW Syria.

· Deliverable 2: Conduct a base-line assessment of multipurpose cash for protection programming, including looking at the risks, capacities, needs, beneficiaries’ preferences, best practices available (with a focus on GBV case management). This will be done through desk review and consultation with Protection Cluster and GBV SC members in Gazinatep and in NW Syria

· Deliverable 3: Develop a contextualize vulnerability assessment frame-work to create a shared and consistent profile of vulnerability for vulnerable Syrians in NWS Syria, which enables monitoring of changes in vulnerability over time, in order to target assistance in a more efficient and equitable manner based on the application of common criteria

· Deliverable 4: Develop operational guidance for multipurpose cash for protection

· Deliverable 5: Two-day debriefing workshop, in Amman and Turkey.
